Executive Director, Capital Program Management

Job Summary: The Executive Director, Capital Program Management is responsible for managing the implementation of the University's Capital Program This position is tasked with the responsibility of transforming the physical landscape of the TCU campus with designing and constructing, in concert with Campus Planning staff and key stakeholders, expanded infrastructure, housing, academic and research buildings, athletic facilities, and mixed-use facilities; to address future enrollment growth demands and ensure an enhanced student experience.

Duties and Essential Job Functions:

Oversees all aspects of construction management and administration; project programming, planning and management; on-time and on-budget delivery of construction services which advance the mission, vision, and values of TCU. Responsible for the implementation of the 5 Year Project Program.

Works closely with the Director of Campus Planning in the development of scopes of work, budget estimates, and project schedules for proposed University building projects.

Establishes systems and processes for project management and tracking that all staff will utilize.

Serves as the project manager for assigned projects by overseeing construction activities, maintaining project records, and serving as the single point of contact for the university from project inception to project close out; preparing necessary construction documents and contracts, obtaining bids and recommending contract awards, including furniture, fixtures and equipment acquisition, move planning and coordination, voice and data requirements.

Maintains staffing by making recommendations for the selection of staff; training and supervising assigned staff; establishing performance standards, evaluating performance, and making recommendations on merit pay increases.

Maintains budgets by preparing project cost estimates, authorizing payment of contractor invoices; insuring project expenditures remain within budget or obtains necessary approval to exceed budget; maintaining project cost records.

Acts as a liaison with external agencies by coordinating with city government on codes, permits and compliance; maintaining a file of pertinent codes; inspecting existing facilities to assure compliance with current fire, building and accessibility codes.

Monitors standards by assisting with establishment of design and construction standards to include interior finishes, carpet, and signage.

Maintains records by assisting with maintenance and updating as-built drawings for campus facilities; maintaining building and project records for construction, specifications and installed equipment.

Monitors insurance/warrantees by obtaining and maintaining contractor's insurance and warrantee. certificates.

Performs other related duties as assigned.
Job Requirements:
Required Education and Experience:
  • Bachelor's degree in engineering, architecture, construction management.
  • 10 plus years' experience in design and construction management, including management of large and small new construction, renovation, repair and maintenance projects in an industrial, institutional, governmental, public works or commercial activity.


Preferred Education and Experience:
  • Experience in higher education.


Required Licensure/Certification/Specialized Training:
  • Registration as a Professional Engineer or Registered Architect
  • Valid Texas Driver's License


Knowledge, Skills & Abilities:
  • Knowledge of planning and design principles for academic, institutional, research, performing arts, and athletic facilities.
  • Knowledge of campus design that results in a cohesive and beautiful campus environment that serves its stakeholders well.
  • Knowledge of sound project management skills including project financial and budget management, in order to align project scope and available financial resources.
  • Knowledge of training and supervising staff.
  • Knowledge of safety regulations.
  • Knowledge of job-related policies and regulations.
  • Knowledge of counseling techniques and resources.
  • Knowledge of computer aided design software.
  • Skill in some or all components of Microsoft
  • Skill in the use of AssetWorks AiM system and project management software.
  • Skill in leadership competencies, building successful teams, building partnerships, facilitating change, managing conflict, and building trust.
  • Skill in leadership techniques.
  • Ability to take initiative, developing creative solutions, anticipating and solving problems are vital attributes.
  • Ability to draft grammatically correct correspondence.

  • Ability to troubleshoot and recommend improvements.


Physical Requirements (With or Without Accommodations):
  • Visual acuity to read information from computer screens, forms and other printed materials and information.
  • Able to speak (enunciate) clearly in conversation and general communication.
  • Hearing ability for verbal communication/conversation/responses via telephone, telephone systems, and face-to-face interactions.
  • Manual dexterity for typing, writing, standing and reaching, flexibility, body movement for bending, crouching, walking, kneeling and prolonged sitting.
  • Able to climb ladders, staircases, and access construction sites before, during, and after construction, using sound safety practices and protective equipment.
  • Lifting and moving objects and equipment up to 40 lbs.


Work Environment:
  • Work is normally indoors and sedentary but may also involve working in construction sites and exposed outside areas.
  • Visit construction and building renovation sites on a routine basis.
  • Ability to adapt to schedule changes and/or variable work hours.
  • There are no harmful environmental conditions present for this job.
  • The noise level in this work environment is usually moderate.
