Reporting to the Deputy Director of Public Safety, the Communications Center Manager is the frontline leader of the Public Safety Communications Center responsible for overseeing the personnel and technology of the Communications Center, and radio systems used department-wide. The Communications Center Manager will draw upon their experience in public safety to drive the development of high standards for quality and the continual monitoring of performance, reinforcing good performance, correcting substandard performance, and developing initial and ongoing training programs needed to ensure excellence in service to the community. The Communications Manager recognizes the members of the Tufts community as the department s customers," striving to provide service that exceeds expectations, and fostering the same culture among the personnel of the Communications Center. The Communications Center Manager recognizes that emergency telecommunications is its own unique discipline, requiring a complementary, but fundamentally different skill set from that of first responders, and seeks to provide dispatchers with comprehensive initial training and progressive ongoing training opportunities. Industry standards are met or exceeded, staying ahead of the latest methods and approaches for achieving superior standards and results. The manager is also responsible for reviewing and selecting technology which performs mission-critical functions related to safety and security. The manager will develop training and standards for dispatchers and will have the authority to vary from department policy, if/when circumstances are justified. Other duties as assigned or required.
Qualifications:
Basic Requirements:
- 3 years of progressive leadership experience in any combination of public safety communications or public safety setting, with at least 1 year serving as a direct contributor to public safety telecommunications operations in a supervisory capacity.
- High School Diploma or GED
- Must currently possess, or must achieve within one year of employment, the following certifications: FEMA IS-100.b, and IS-700.a; APCO Public Safety Telecommunicator 1 (PST1) or NAED Emergency Telecommunicator (ETC); APCO Communications Training Officer (CTO); NAED Advanced Emergency Medical Dispatch; NAED Emergency Dispatch Quality (ED-Q); CJIS Full Access; completion of ICS-300 (classroom).
- Must pass a detailed criminal background investigation, including fingerprint supported records checks. Applicants who have significant background in Communications/Command Center Management gained working out of state or in the armed forces will be considered regardless of the above-mentioned minimum requirements.
- Typing skills, proficiency in Microsoft Office application suite; must possess or quickly acquire advanced skill using computer aided dispatch and records management software and alarm automation software.
- Knowledge of current principles, practices, laws, statutes, codes, ordinances and regulations relating to dispatch functions.
- Must be willing to travel occasionally to attend industry trade conferences/seminars or educational programs.
- Associates or Bachelor s degree in a technical, customer service, or public safety related field.
- 5 years of progressive leadership experience in public safety communications or public safety setting, with at least 2 years serving as a direct contributor to public safety telecommunications operations in a supervisory capacity.
- Mass. Emergency Medical Technician certification, APCO Communications Training Officer, NAED Advanced Emergency Medical Dispatch, professional certification as a Registered Public-Safety Leader (RPL) or an Emergency Number Professional (ENP); demonstrated experience in one of several areas of public safety and/or public safety dispatching; experience in leading, supervising or managing others within a public safety and/or public safety dispatch setting.
Special Work Schedule Requirements:
Basic schedule is weekdays during business hours; however, position is expected to occasionally work during nights, weekends, or special events, and may periodically fill front-line shifts to maintain familiarity with operations. The position is critical to public safety and requires on-call availability during non-work hours and may require reporting for duty during non-work hours, including weekends, holidays, university closings, or states of emergency.
