Director, Clinical Operations & Compliance

Pay Grade: 33E


CONTEXT OF THE JOB:

The College of Health Sciences at the University of Delaware is offering comprehensive healthcare models in its clinics at the STAR campus since its launch as STAR Health in 2016. STAR Health features three clinics; a Nurse Managed Primary Care Center, Delaware Physical Therapy Clinic, and a Speech, Language, and Hearing Clinic, that are all open to the public. The Health Sciences Complex also houses core labs for use by teams of clinical and academic researchers. These shared spaces encourage basic scientists, clinicians, physician scholars, and students to work together conducting interdisciplinary and translational research that changes people's lives. These research labs then provide opportunities for patient oriented research and offering of new treatment and care services in our clinics based on new research findings. Using research and education to take healthcare in a new direction, STAR Health provides high quality, cost-effective, primary medical care, physical therapy, speech therapy, mental health services, care coordination, nutrition counseling, exercise counseling, health coaching, a Parkinson's Disease clinic and a concussion clinic and educational programs for the community. Also offered are employee health and wellbeing programs for faculty and staff.

The Director of Clinical Operations and Compliance (DCOC) will oversee the clinics and provide oversight of operations including budgets, management, and compliance. Under limited direction of the Dean, the DCOC will serve as a member of the leadership team with a wide scope of responsibilities. The incumbent should have experience in healthcare provider operations and compliance management, leading a variety of processes with ability to work in an clinical, educational, research, and collaborative group setting.

MAJOR RESPONSIBILITIES:
  • Collaborating with the individual Clinic Directors and teams, the DCOC is responsible for monitoring the activities of all operational, business and financial components to ensure the clinics meet individual and collective objectives.
  • Develop, coordinate and implement specific clinic-based compliance requirements, initiatives, projects and strategies to improve patient-centered care and satisfaction and to assure adherence to all University, state, federal, professional and other regulated compliance mandates and policies and procedures.
  • Review all internal policies and procedures to ensure full regulatory compliance.
  • Serve as a resource to the Dean by assisting in the management of the complex mutli-clinic, interdepartmental and interdisciplinary relationships to insure collaboration and effective/efficient research, education and care operations within STAR Health clinical services and privacy and regulatory compliance.
  • Assist in the development of innovation strategies in the areas of service excellence, patient safety, clinical quality, and administrative efficiency while maintaining a high level of educational and research mission.
  • Assist Clinic Directors in developing and implementing his/her clinic's strategic long- and short- range goals and business plan.
  • Work closely with Clinic Directors, clinic business personnel and the College Business Officer in forecasting and preparing annual budget and periodic financial reports as requested and required.
  • With the Clinic Directors, clinic business personnel and the College Business Officer, plan and implement oversight and monitoring functions across all clinics to safeguard the reputation of and clinical revenue earned by STAR Health clinical providers.
  • Identify opportunities for enhanced collaboration, efficiencies or entrepreneurial ventures between clinical units related to programming, operations, student practicums, communications, marketing and technology.
  • Coordinate activities related to compliance administration and communications across various departments and related vendors including Human Resources, STAR Health Clinical Services, health insurance providers and government agencies.
  • Oversee the design, development, implementation and evaluation of compliance and operations associated educational training programs for clinical staff and others as appropriate.
  • Maintain clinical compliance reports and records; collect statistical data for administrative and/or quality improvement purposes.
  • Develop and maintain collaborative relationships to advance the priorities of the STAR Health Clinics, the College of Health Sciences, and the University.
  • Establish and maintain appropriate liaisons with other University departments, community, state and federal health agencies.
  • Serve on departmental, university and state committees as required and assigned.
  • Perform special projects and miscellaneous job-related duties as assigned.


QUALIFICATIONS:
  • Masters Degree in Health Care Administration, Business, or Health Information Management, or a related area with seven years of management experience in healthcare industry.
  • Knowledge national trends, issues and best practice compliance and operations standards in health-related programs and clinical services.
  • Must be a skilled operations manager in a highly complex environment.
  • Strong leadership, interpersonal, communications and critical thinking skills are essential.
  • Experience in facilitating various units' staff to perform as a team in harmony with strategic goals of the organization and the team.
  • Ability to develop and implement short-and long-term strategic objectives; effectively manage resources; and cultivate strong collaborative relationships with multiple constituent groups.
  • Effective written and oral communication skills.
  • Highly motivated, productive, and results oriented.
  • Relevant managerial experience in health care administration or consulting, internal auditing, or professional fee billing as well as in the planning, implementation and / or management of a healthcare billing compliance program in an academic setting.
  • Comprehensive knowledge of management principles, clinical billing regulations, clinical practice operations in an academically base clinical or medical center, and the federal compliance guidelines for physicians and third party billing organizations.
  • Extensive experience with electronic medical records systems, billing and coding systems, documentation auditing is essential.
  • Proven record of success and commitment to working with issues related to diversity, equity and inclusion.
  • Ability to gather and analyze statistical data and generate reports.
  • Skills in budget preparation and fiscal management.
  • Knowledge of web-based platforms and familiarity with web tools.
  • Ability to present effectively to small and large groups.
  • Ability to handle confidential and sensitive information in a discreet and professional manner.
  • Sound and prudent judgment and the highest degree of integrity in all business dealings.
  • Certification in health care compliance or internal auditing is preferred.
