Job Summary
Performs duties necessary to develop and manage the College's Workforce and High Priority Occupation (HPO) development initiatives, including administration of the Barber Colman Advanced Technology Center, Center for Business and Industry, and apprenticeship development. Collaborates with local business, labor and governmental leaders to identify educational and talent needs that the College may address, and directs efforts to create federal, state and local partnerships to resolve identified Workforce and HPOs educational needs and pathways. Performs normal leadership, management, and supervisory functions.

Essential Duties and Responsibilities may include, but are not limited to, the following:

  1. This senior level college leadership will direct and leads the Barber Colman Advanced Technology Center, Center for Business and Industry, and apprenticeship development.
  2. Will design, develop and implement, college policy, for Board approval and administrative procedures related to the college's strategic direction for Workforce and High Priority Occupation (HPO), including administration of the Barber Colman Advanced Technology Center, Center for Business and Industry, and apprenticeship development.
  3. Administers a comprehensive and flexible district-wide program for the College1s Workforce and High Priority Occupation services including non-traditional programming and customized training programs for business and industry and regional workforce strategic needs.
  4. Meets frequently with leaders of the business community, the Workforce Investment Board, local WIOA leadership, governmental leaders and agencies, trade associations, economic development agencies, and community-based organizations to identify local and regional needs; coordinates and implements the delivery of services to respond to these identified local and regional needs.
  5. Provides leadership to develop regional workforce strategic needs and effective partnerships among the Workforce Investment Board, local WIOA leadership, governmental leaders and agencies, trade associations, economic development agencies, and community-based organizations to provide quality training/retraining programs to upgrade employee skills. Coordinates the development of proposals and grants to fund Workforce and High Priority Occupation educational pathways and talent development activities to achieve local and regional planning outcomes.
  6. Initiates long-term planning to identify demographic and technological trends and changes that will impact the Workforce and High Priority Occupation educational pathways development.      
  7. Represents the College in appropriate local, state and national organizations.
  8. Interprets the mission and goals of the College through legislative contacts and by participating in economic and community development relationships.
  9. Identifies community needs for Workforce development and High Priority Occupation educational pathways, defines initiatives and develops appropriate strategies and partnerships, and develops short­ term and long-term funding mechanisms.
  10. Performs normal leadership, management, and supervisory functions: trains, instructs, assigns work to department personnel; recommends transfers, promotions, wage increases, terminations; arranges for additional help or overtime; explains and enforces College policies, safety rules and regulations; evaluates performance.
  11. Regular attendance is expected.
  12. Using tact and courtesy, the ability to establish and maintain effective relationships with persons contacted in the course of work.
  13. Performs related duties as assigned.

Minimum Qualifications
Master's Degree or equivalent and over five (5) years of relevant full-time experience.
