Budget and Finance Manager

Position Summary:

Reporting to the Associate Vice President for Advancement Services, the Budget and Finance Manager leads the development and administration of the University and Foundation revenue and expenditure budgets for the Vice President for Advancement senior management area. The Manager will provide consultative support and policy guidance on budget and financial issues to Advancement senior leadership team members and program directors and serve as a liaison with other University departments as needed to coordinate advancement budget and financial activity. The Manager will develop, implement and oversee internal controls necessary to achieve full compliance with established state, university and Virginia Tech Foundation financial guidelines and systems. The Manager will provide support for the continual improvement efforts of the senior management area by supporting ad hoc projects through the application of various research, statistical and analytical techniques.
This position will be responsible for preparing, providing oversight and fulfilling program budget allocations to support the advancement senior leadership team, planning and analysis related to the annual operating budget, participating in the development of the division's multi-year budget plans, conducting training sessions for program directors who manage budgets within the division, monitoring all division budgets; and developing meaningful financial reports and analyses to enable the Vice President for Advancement, the Associate Vice President for Advancement Services, and other senior leadership team members to manage budget strategically. The successful incumbent will be responsible for critically analyzing business needs, policies, procedures, data extraction, data analysis and reporting and making recommendations to enhance the division's financial capabilities and execute creative approaches to complex financial issues.

Required Qualifications:
- Advanced degree in Business, Accounting, Finance, Management or related field, or equivalent combination of education and experience managing budget and financial operations.
- Demonstrated professional experience performing financial/accounting functions such as budgeting, cost benefit analysis and preparing detailed reports.
- Demonstrated analytical and problem-solving skills.
- Experience researching and analyzing complex data to develop accurate reports, identify valid solutions, forecast consequences of proposed actions, and implement a course of action.
- Demonstrated technology proficiency in Microsoft Office applications for reporting and analysis.
- Advanced spreadsheet and data analytics experience, including manipulation of large data sets, to analyze, summarize and present financial and narrative information clearly.
- Significant, successful experience in a financial management related position.
- Excellent written communication skills.
- Demonstrated experience developing, implementing, following, and communicating financial policies and procedures.
- Evidence of strong interpersonal skills and ability to communicate and interact effectively with management, co-workers, and subordinates, including the ability to explain budget and financial information in plain terms.
- Working knowledge of large financial Enterprise Resource Planning systems and fund accounting.
- Excellent organizational and time management skills fostering a demonstrated track record of success.
- Knowledge of the principles and practices of budget formulation, evaluation, and execution; accounting practices and procedures; and accepted business practices.

Preferred Qualifications:
- Knowledge of Virginia Tech's financial and academic policies and procedures.
- Experience using Banner database system.
- Experience working in a higher education institution, or a similar large public, or private, decentralized organization.
- Demonstrated experience developing implementing, and communicating financial policies and procedures.
- Demonstrated technology proficiency in business intelligence tools such as MicroStrategy for reporting and analysis.
- Considerable experience developing, evaluating and modifying internal control systems established to insure financial transactions are reliable, efficient and effective, and compliant with applicable federal, state and university policies, laws, and regulations.
