About the Position:

The WIOA Title I Program Administrative Coordinator is a key position within the Grants Administration Team in VCCS' Workforce Development Services division responsible for coordinating the grants management, including fiscal and operational administration, of federal Workforce Innovation and Opportunity Act (WIOA) Title I funds. The position serves as a liaison to fifteen (15) local workforce development areas (LWDAs) in the Commonwealth and subrecipients of WIOA Title I funds ensuring that the operational infrastructure is in place for LWDAs to provide quality workforce services. Primary responsibilities include:

  • Provide/lend expertise as a grant administration subject-matter expert in developing effective grant administrative operations
  • Serve as the liaison to ad hoc teams working on WIOA implementation or other WIOA operational elements
  • Serve as the liaison to the local workforce development areas on operations, including surveying for information
  • Maintain up-to-date knowledge of federal regulations and guidance, and state and local administrative guidelines and policies governing WIOA Title I programs
  • Assist in the development and issuance of administrative guidance to subrecipients on grant related matters
  • Participate in federal and state audit/monitoring reviews for grant funded activities and execute corrective actions resulting from the audit/monitoring process
  • Provide technical assistance regarding fiscal and operational matters to subrecipients
  • Assist with budget development for state allocations
  • Provide assistance in resolving outstanding issues resulting from monitoring reviews
  • Develop and issue grant agreements, award letters, notices of obligation and appropriate payment request and fiscal reporting forms to subrecipients
  • Initiate payment processing of subrecipient requests and prepare and process fund drawdown requests
  • Ensure that payment of grant funds to subrecipients does not exceed funds allocated and authorized for expenditure and that administrative expenditures of subrecipients do not exceed the allowed rate
  • Coordinate with WIOA program staff to review and/or revise fiscal reports aligning expenditure activity with the program/activity
  • Review subrecipient monthly expenditure reports submitted to VCCS and monitor expenditure levels to ensure acceptable expenditure and obligation rates per grant requirements
  • Evaluate, make recommendations and process for approval budget revision requests, equipment purchase requests, fund transfer requests and Incumbent Worker Training requests
  • Assist Compliance Monitoring Team with preparation for site visits and determination of corrective actions for subrecipients
  • File federal FFATA reports of WIOA awards in the System for Award Management (SAM) within prescribed deadlines
  • Provide input and information for the Annual Report on the Workforce Innovation and Opportunity Act
  • Ensure that local workforce development areas have developed and submitted their local plans and One-Stop certifications for review and approval
  • Ensure that local workforce development areas have submitted their board certification materials in compliance with state policy
  • Serve on the review team for the One-Stop Center Certification Process

 

Qualifications

Required Education and Experience:

  • A combination of relevant experience and education typically obtained through completion of a Bachelor's degree that provides the required level of knowledge, skills and ability to successfully perform the functions of the job. Master's Degree Preferred.
  • Considerable experience with federal grants administration and/or compliance
  • Experience in analyzing, interpreting and determining impact of federal and state regulatory requirements and guidelines
  • Extensive skill in the use of spreadsheet and word processing software
  • Previous experience and/or advanced understanding of the state workforce development system
  • Experience with the operational elements of organizations
  • Sound knowledge of fiscal practices and procedures
