Job Description
The Assistant Controller manages financial activities related to university plant funds including, but not limited to Unexpended Plant Funds, Retirement of Indebtedness funds, Investment in Plant Funds, and Component Unit construction activities. Prepares and enters accounting entries in the Banner finance system. Maintains excel spreadsheets of construction appropriations and expenditures, capital asset transactions, and reconciliations with general and subsidiary ledgers.

Required Qualifications
Bachelor's degree from an accredited institution in Accounting or closely related business major.
Four years of accounting experience. Two of the four years of experience must have been at a supervisory level.
Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, and Outlook)

Preferred Qualifications
Master's degree from an accredited institution in Accounting.
Four years management experience of an accounting unit in higher education.
Experience in fiscal year end closing processes and preparation of Government Accounting Standards Board ( GASB ) financial statements.
Knowledge of Banner Finance computer software.
Current Certified Public Accountant ( CPA ) license or CPA Candidate.

Knowledge, Skills & Abilities
Knowledge of University and State rules and regulations as well as generally accepted accounting principles ( GAAP ) that relate to construction and capital asset accounting.
Knowledge of or ability to learn Banner accounting software.
Strong organizational skills and an ability to prioritize and complete simultaneous projects timely and with close attention to detail.
Excellent interpersonal, oral and written communication skills.
Strong ability to analyze intricate transactions and perform complex reconciliations.
Ability to compile, organize, interpret, and communicate accounting data and results in a concise format.
Ability to work collaboratively and build strategic relations with colleagues, coworkers, vendors, and business partners.
Ability to work with minimal daily direct supervision. Must be able to function independently and recognize when supervisory assistance and/or approval is needed.
Ability to supervise and oversee departmental operations and workflows including daily activities, weekly processes, and closing the Banner accounting system at month-end and year-end.
Ability to think critically, analytically, and make clear, well-reasoned and timely decisions.
Ability to assume new responsibilities and carry them out in an efficient manner while meeting multiple deadlines.
Ability to work in both an electronic and paper accounting environment.
Ability to accurately prepare and maintain records, files, and reports.
Ability to interpret and apply laws, regulations, policies and procedures consistently.
Ability to utilize standard office equipment including 10-key touch adding machine, calculator, telephone, computer, and multiple computer monitors.

Salary Range
$65,000 - $70,000

Job Duties

Essential Job Duties
•Oversees accurate and timely general ledger accounting functions and financial activities relating to University plant funds including, but not limited to Unexpended Plant Funds, Retirement of Indebtedness funds, and Investment in Plant Funds.
•Responsible for financial reporting to the State as it relates to Construction Appropriations and Unexpended Plant Funds.
•Supervises construction and property accounting staff including training, review of work, and prioritization of assignments.
•Oversees accurate and timely preparation and distribution of monthly Life-To-Date Summary Schedule of Construction Projects.
•Oversees accurate and timely preparation of monthly and annual reconciliations from data in spreadsheets and schedules to Banner finance system.
•Oversees the University Property Records to ensure proper capitalization and assignment of capital assets. Oversees the University Attractive Property Records to ensure proper recording and assignment.
•Oversees day-to-day construction and property accounting activities monthly cash requests for construction expenditures and construction in progress to ensure the proper accounting of construction monies and capitalization of constructed assets in Banner.
•Analyzes, researches, and resolves construction project questions or requests for information. Reviews and approves financial reports and schedules as they relate to construction projects and investigates anomalies.
•Develops training materials for inventory of capitalized and attractive property. Oversees training of University property managers. Coordinates the annual physical inventory process. Analyzes, researches, reports, and resolves discrepancies concerning capitalized and attractive property.
•Participates in the fiscal year end closing process. Assists with the annual financial statement audit and special audits performed by internal and external auditors.
•Responsible for preparation of financial entries for University annual financial statements related to Capital Assets, Construction Payables, Bonds Payable, Capital Leases, and related notes to the financial statements and corresponding forms for State CAFR .
•Responsible for preparation of financial statement entries to blend capital asset and bond transactions of the University's blended component unit and related notes to University financial statements.
•Monitors Owner Direct Purchases for accurate calculation of tax savings, prepares monthly reconciliation, forecasts annual savings, and develops administrative fee rate to construction projects.
•Establishes Finance and Accounting policies and procedures relating to Property, Construction, and Fixed Assets. Recommends and implements changes to operational policies and procedures.
•Responsible for the maintenance of all records and files in accordance with State and University record retention requirements.
