Overview

The Princeton University Plasma Physics Laboratory, a world-leading fusion energy research center under contract with the U. S. Department of Energy (DOE), invites applications for a Senior Project Manager. The Senior Project Manager (SPM) is responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. The SPM is also responsible for defining the project objectives and overseeing quality control throughout the project life cycle. The SPM is expected to frequently engage with end user(s), PPPL, and DOE stakeholders to ensure timely and accurate awareness of project status and performance. Key project attributes leading to possible career progression for the SPM include: project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities. The SPM manages the full life cycle of assigned projects and assures that these projects are completed in accordance with PPPL and DOE policies, programs and procedures.

Responsibilities

  • Ensure Laboratory ES&H policies and procedures are followed and implemented.
  • Ensure Laboratory quality assurance and reliability requirements are met.
  • Ensure project deliverables are being met on cost, schedule and with particular attention that the technical scope meets its objectives.
  • Assign staff within the project to ensure the goals are met.
  • Communicate accurate and reliable project status and performance issues to internal stakeholders (Project and PPPL staff) and external stakeholders (PPPL Director, Princeton University, and DOE/FES).
  • Achieve the Project Key Performance Parameters (KPPs) within targeted baseline completion schedules and total project costs (TPCs).
  • The Project Manager will be a key participant in developing the cost and schedule baseline.
  • Implement an approved EVMS, oversee project performance measurements reported from Control Account Managers (CAMS), and provide monthly progress reports to stakeholders.
  • Identifies project issues and adverse trends and develops/implements timely and effective recovery plan(s) when needed
  • Manage and direct procurements, subcontracts, services, and other financial obligations necessary for completion of the Project.
  • Utilize project management processes consistent with DOE and if appropriate adheres to DOE 413.3b.
  • Identify and pro-actively manage project risks utilizing the Risk Management Plan and develop cost and schedule contingency estimates and update the relevant stakeholders.
  • Provide input on project documentation (e.g., the Project Execution Plan (PEP) and subproject PEPs as necessary) and on developing and maintaining contractor project documentation.
  • Maintain overall responsibility for identifying the human resources necessary to complete the Recovery Project including direct and matrix assignment of PPPL staff.
  • Oversees project closeout including turnover to end user/operations and disposition of documents, records and materials/equipment.
  • Conducts evaluations and documents lessons learned that can be applied to future PPPL projects.
  • Develop and maintain a supportive work environment.


Qualifications

  • Master's Degree in Engineering or Physics.
  • Minimum 20 years relevant experience.
  • Experience in relevant Office of Science project environment or closely affiliated technical projects.
  • Strong foundation in project management principles and techniques; and principles of contract management.
  • Knowledge and experience in working under DOE O 413.3b
  • Demonstrated ability in cost estimating, tracking and scheduling techniques for capital projects
  • Experience in problem solving, process improvement methods and system re-engineering methods
  • Use of strong oral and written communication, presentation and facilitation skills required
  • Demonstrated supervisory skills



Preferred Qualifications:
  • 10 years relevant experience managing DOE Office of Science projects.
  • Project Management Professional Certification.
  • Professional Engineer Certification.
