Program Manager

Position Summary:
The primary role of the Mid-Atlantic Aviation Partnership ( MAAP ) Program Manager is to support researchers in the execution of programs and projects at the Federal Aviation Administration ( FAA ) designated Unmanned Aircraft Systems ( UAS ) Test Site. The incumbent is responsible for ensuring the successful execution of research programs by working closely with Principle Investigators (PIs), research staff, student interns, and other university personnel to meet program objectives and deliverables on time and within budget. The Program Manager will report to the Director of the MAAP and may manage student interns and support staff.
The Program Manager will lead proposal development for new projects and programs in close collaboration with PIs, including supporting technical write-ups, developing budgets and schedules, managing preparation of proposal documentation, and communicating with sponsors and subcontractors. The incumbent will track expenses, progress towards deliverables, and overall project status throughout the period of performance and ensure all final deliverables are provided to sponsors on time.
The successful candidate will have significant technical expertise and experience in a relevant technical field such as, but not limited to: relevant engineering disciplines (i.e. mechanical, electrical, computer, aerospace, and/or systems engineering), flight testing, flight operations, aircraft maintenance and modifications, or GIS /remote sensing. The Program Manager must be a self-starter with strong interpersonal, communications, and organizational skills. The Program Manager is also expected to be a team player that is willing to take on and solve challenging problems while working with a diverse team.
Additional responsibilities include:
• Maintain awareness of upcoming business opportunities with sponsors
• Deliver formal and informal presentations to sponsors and stakeholders
• Participate in business development activities with commercial and government sponsors
• Represent MAAP externally at conferences and industry events
• Support research projects as part of the technical team in areas of expertise

Required Qualifications:
• Master's degree in aviation, engineering, or related field. An exception can be made for a Bachelor's degree with significant relevant experience
• Significant program management experience
• Good communication skills, with demonstrated experience delivering formal and informal presentations, written proposals, and reports
• Strong technical background and expertise in a relevant technical field
• Capability to take on broad tasks, identify the steps necessary to execute them, ensure their proper execution, and succinctly convey their results

Preferred Qualifications:
• FAA Remote Pilot-in-Command Certificate
• Experience and knowledge of UAS operations and/or engineering
• Experience in the academic research environment
• Experience managing research programs for government and/or commercial sponsors
• Formal training and certification in project management such as CAPM or PMP
