Sponsored Programs Coordinator, College of Earth, Ocean and Environment

LOCATION: Position may be located in Newark, DE or in Lewes, DE.

CONTEXT OF JOB:

Under the general direction of the Assistant Director, the Sponsored Program Coordinator manages the pre-award and post-award processes for contracts and grants. Manage proposal submission and award management of contracts and grants from federal, state, and industrial sponsors. The Sponsored Program Coordinator balances administrative functions and fiscal affairs of numerous awards and serves as advisor to Principal Investigators (PI) for financial management of their awards. The Sponsored Program Coordinator will assist in managing and administering college/departmental research awards by department. Works with various faculty within the College of Earth Ocean & Environment. Responsible for maintaining productive relationships with constituencies related to the contracts and grants operation in the College. Independently resolves administrative procedural problems in all research categories. Assists in completion of special financial management projects, to include query writing and report generations using a variety of data sources and techniques. A primary function of this position is to exercise independent judgment and discretion about matters of significance concerning research administration.
MAJOR RESPONSIBILITIES:
  • In pre-award processing, coordinate with PI the solicitation information and sponsor requirements.
  • Collect and review proposal information including budget justification, certifications, and completed budget.
  • Recommend matching funds sources.
  • Act as liaison between faculty member and Research Office on any proposal issues.
  • In collaboration with the PI, develop competitive proposals and assist in securing independent funding for projects.
  • Coordinate and submit approval of complete proposal package using Cayuse or other appropriate programs.
  • Meets with departmental administrators and PIs to provide expertise and leadership on grants/contracts processing and administration and to resolve procedural problems.
  • Review and make recommendations for solicitation, budget, certifications, effort committed and matching funds requests for accuracy prior to submission to the University Research Office.
  • Assist in set-up of new awards.
  • Collect and analyze data in preparation for monthly reports for distribution to PI.
  • Process re-budgeting, and no-cost extension requests.
  • Coordinate spending projections.
  • Review effort reporting, cost share/match documentation, and verify overhead return.
  • Review reconciled statements for compliance in areas of unallowable charges.
  • Oversee multiple grant budgets.
  • Performs financial analysis for department centers.
  • Prepare and review monthly internal financial reporting and monthly/quarterly sponsor reporting.
  • Oversee close-out process.
  • Ensure that all required documentation is provided to the University Research Office.
  • Review equipment and fabrication expenses are tracked and that capitalization occurs.
  • Assist in complying with audit requests from the Research Office and University and outside auditing organizations.
  • Perform miscellaneous job-related duties as assigned.

QUALIFICATIONS:
  • Bachelor's degree in Business Administration, Accounting, Finance or related field with two years job-related experience. Associate's degree with coursework in Business Administration, Accounting, Finance or related field and five years experience and/or demonstrated commitment towards attainment of additional educational requirements and at least five years of job-related experience may be considered as substitute for required education.
  • Skill in budget preparation and management of contracts and grants.
  • Demonstrated ability to use advance techniques in spreadsheet and database management or actively working towards certification (Excel/Access), preferably experience with PeopleSoft and various sponsor databases Query writing and report generations using a variety of data sources is required.
  • Ability to analyze budgetary expenditures for compliance with approved policies and procedures.
  • Requires the ability to work independently, strong organizational skills and attention to detail.
  • Ability to handle multiple tasks simultaneously.
  • Ability to interact well with people of all ages and diverse backgrounds.
  • Effective analytical and technical skills are required, including the use of financial management systems, relational databases, spreadsheets and word-processing software programs.
  • Financial and budget planning experience required.
  • Effective human resource management is required.
  • Ability to interpret, adapt and apply guidelines and procedures.
  • Ability to gather and analyze statistical data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.
  • Ability to communicate effectively with a wide range of constituents on a variety of research management topics.
  • A high level of independent judgment is required.
  • Intermediate computer knowledge and experience required.
  • Skills to quantify and illustrate complex reports, comparisons, impacts, and/or projections (includes but is not limited to proficiency with spreadsheet, database and word processing).

Knowledge of University of Delaware People Soft Grants processing systems is preferred.
