Director of Secure Identity Services

Position Summary:
The Director leads the Secure Identity Services ( SIS ) unit within the Division of Information Technology. SIS develops enterprise-level secure identity, authentication and access management solutions; provides and supports the university's identity and access management ( IAM ) infrastructure; and provides related services to users and organizations across Virginia Tech. This leadership position reports to the university's Vice President for Information Technology and Chief Information Officer and provides vision and strategic direction for managing and advancing the university's online identities and their use in accessing university services and information. This position is particularly important as the university grows in size and complexity, engages in new partnerships in Virginia and around the globe, and works to better leverage its data while maintaining security and privacy.
The Director of Secure Identity Services:
• Oversees units that provide development, testing, and production support of the university's identity and access management and authentication systems;
• Provides leadership and inspiration to teams that create and support enterprise-level software solutions and serves as a role model to inspire attitudes of excellent customer service, professionalism, creativity, and dedication to supporting the university's mission;
• Explores initiatives to improve security and usability of the identity and access management environment, and sponsors projects to implement selected initiatives;
• Communicates effectively with stakeholders and collaborates with other departments and universities to promote and provide secure identity, authentication and access management solutions;
• Ensures that enterprise development projects are executed in a manner that preserves or enhances core functionality while assuring system and data security and individual privacy;
• Maintains awareness of security and privacy practices, emerging technologies, government and industry standards, and software development practices used to provide secure, reliable system implementations;
• Builds and maintains strategic partnerships and positive and effective service relationships with stakeholder groups including customer organizations, higher education institutions, industry partners, and administrative and academic university officials;
• Provides leadership in formulating policies, standards, and procedures to secure the university's identity information resources; and
• Engages in national and international initiatives and collaborations to advance Virginia Tech's capabilities and effectiveness.

Required Qualifications:
Master's degree or equivalent experience. At least a Bachelor's degree is required.
Experience in information technology, including leadership experience in an area responsible for enterprise-level services.
Proven ability to analyze problems and provide creative solutions.
Ability to build collaborative relationships with individuals within and outside the department.
Understanding of information privacy and security practices, identity assurance, federated trust models, multi-factor authentication, and middleware.
Demonstrated ability to articulate strategic vision and formulate plans to achieve that vision.
Proven ability to establish goals, set milestones, and accomplish objectives according to schedule.
Ability to lead, adapt to, and embrace change.
Proven ability to exercise sound judgment and timely decision-making practices to accomplish organizational goals and respond to requests from senior management, university departments, and end users.
Excellent written and oral communication and presentation skills, with demonstrated ability to communicate and collaborate at the highest level of the organization.

Preferred Qualifications:
Security certification such as CISSP or SANS GIAC .
Experience working in higher education.
Applied experience working in information technology disciplines such as computer system or application administration, information security, identity management, or software development.
Experience managing large-scale projects.
Experience directing software development teams that provide secure solutions to meet organizational and constituent needs.
Knowledge of SAML , CAS protocols, LDAP directories, web SSO , DevOps concepts, and cloud technologies and services.
Involvement in national or international initiatives such as InCommon and TIER .
