Reporting Relationships
Reports to: Supervision is received from the Director, Community Education Outreach.
Supervision Exercised: Functional and administrative supervision is exercised over  Instructional, exempt and non-exempt support staff.

Job Summary
Administer and provide leadership in the planning, development, marketing, administration, operations, and evaluation of the regional traffic safety program and other court related programs.

Essential Duties and Responsibilities include the following.  Related duties may be assigned.

  • Direct the planning, marketing, administration, operations, and evaluations of the regional traffic safety program and other court related programs.
  • Direct the formation of advisory committees as needed.
  • Serve on appropriate community committees and boards.
  • Prepare program status reports to the courts of the 15th and 17th Judicial Circuits quarterly and annually.
  • Create and update all literature used by students and the offices of the Circuit Court Clerks.
  • Identify needs, develop short and long term goals, and routinely evaluate program effectiveness.
  • Maintain and adjust computer data programs to serve in administration of the program.
  • Prepare, negotiate, and recommend contracts and applications for current and new program initiatives.
  • Monitor and ensure contract compliance; provide assurances for college's responsibility; mediate conflicts.
  • Promote the Traffic Safety Program internally and externally to current and future markets.
  • Develop, cultivate, and maintain effective relationships with program partners and professional and community constituent groups.
  • Collaborate for the delivery of program services and oversee new project developments.
  • Maintain appropriate coordination agreements with other community college districts and act as a liaison among similar operations.
  • Prepare and monitor budgets for current and future program initiatives.
  • Develop and maintain appropriate records and reports on program activities for the Courts and college administration.
  • Oversee, recommend and approve selection and purchases of program equipment, supplies and overall expenditures.
  • Instruct classes when and where needed.
  • Mediate student conflicts and questions regarding curriculum delivery.
  • Act as final decision maker for student eligibility and credit for class completions.
  • Recruit, interview, recommend for hire, train, supervise and evaluate program staff and Traffic Safety instructors.
  • Coordinate and organize staff development, provide assurance for appropriate training and licensure of instructors as necessary according to the contractual agreements with the National Safety Council.
  • Manage department and overall operations and provide guidance of staff to ensure proper operation of programs.
  • Understand and uphold Rock Valley College policies / procedures.
  • Must maintain high level of confidentiality and discretion.
  • Other duties as assigned.
  • Regular attendance is expected.
  • Using tact and courtesy, the ability to establish and maintain effective relationships with persons contacted in the course of work.

Minimum Qualifications
A Bachelor’s Degree in related educational field or equivalent education with relevant experience. Experience in Law Enforcement or Traffic Court Administration is desirable/recommended. One-three years administrative experience in education, management, community service, or related field. Experience with education programs/services and community partnerships. Computer skills are  required. Excellent interpersonal communication skills, oral and written.
