PURCHASING AGENT


Position Summary:
This position is responsible for procurement of all required commodities and contractual services for a staff of close to 600 faculty, academic staff, classified staff, research associates, research assistants, and other employees, as well as 7 service centers for the Biochemistry Department of the University of Wisconsin-Madison. Biochemistry's staff is located in five diverse locations. Biochemistry staff includes 36 highly productive principal investigators. The Biochemistry department generates over 28 million in research dollars annually. This position will work on the procurement of an average of $10 million worth of goods and services per year. Over $1.5 million of these transactions are completed annually using 32 procurement cards, and Biochemistry utilizes over 500 vendors in our procurement process. This position will procure a wide variety of supplies and services including but not limited to: research consumables, research animals, capital equipment, computer hardware, software and 60 maintenance contracts, several utilizing shared funding. This is technical purchasing work with assigned tasks ranging from moderate to extreme difficulty, working to meet procurement deadlines in a fast-paced environment. A variety of processes will be used including Simplified Bids, Official Sealed Bids, Requests for Proposals, State and University Contracts, Subcontracts and Academic Support Services Agreements.

This position maintains all financial records related to purchasing, simplified bids, and contracts, and also functions as pre and post-audit for purchasing expenses. This position is responsible for pre audit of all transactions and must follow cost accounting standards, as required by OMB circular A-21 and A-110. The position will also work cooperatively with CALS to obtain prior approval for all purchases on federal sources that would normally be disallowed under OMB circular 21 but with proper justification and documentation are considered allowable.

This position will need to understand the associated terms and conditions with over 300 federal 144, 142, and 150 grants, and non-federal 135 grants, 133 gift funds, 161 trust funds, 136 revenue producing funds, WARF patent funds, 101 GPR funds and University of Wisconsin foundation funds and endowments.

The employee in this position is expected to use the tools and principles of quality management in performing their daily work and must demonstrate exceptional customer service by establishing and maintaining effective professional relationships with their supervisor, coworkers, vendors and all faculty and staff. This position is expected to be proactive and must always be seeking to improve our procurement processes. This position must be a role model of exemplary behavior with excellent communication skills. This position will provide guidance to others when necessary on the complexities of the procurement and funding process. This position will function as a lead worker for a Purchasing Associate. This position will be expected to participate in continuous learning through professional development activities. This position will function independently in his/her decision-making, and will work under general supervision from the Associate Administrative Program Specialist.

Degree and Area of Specialization:
Bachelor's degree preferred although not required for this position.

Minimum Years and Type of Relevant Work Experience:
Extensive knowledge of State of Wisconsin and University of Wisconsin Purchasing Policy and Procedures. Previous experience with procurement of services and supplies is preferred. Experience with developing and managing purchase contracts is preferred. Previous experience in developing bids, processing purchase orders, managing and administering blanket purchase orders.
