Network Technician (various levels), IT Network & Systems Services

PAY GRADE: 29N

CONTEXT OF THE JOB:

The IT Network & Systems Services department at the University of Delaware has an opening for a various level hire of the Network Technician position. The telecommunication infrastructure at UD consists of both copper and fiber optic cable plants that make up the intra-building and inter-building cabling systems necessary to provide voice, data, and video network connectivity. Connectivity is provided for and between a host of associated electronics devices such as network distribution switches, access layer switches, wireless access points, power injectors, and mini-PBX telephone systems.

The Network Technician installs, modifies, troubleshoots, repairs and maintains a wide variety of data communication systems (inter-building copper and fiber optic cable plants, network distribution switches, individual network connections, wireless data networks, telephone circuits, building wide structured cabling systems, video connections, and signboards). The incumbent develops and maintains a detailed knowledge of the telecommunications infrastructure which serves the entire University community and maintains accurate documentation of all of his/her work. The work requires a high level of independent judgment in the application of established procedures. The Network Technician frequently works with tight project deadlines and interfaces with a broad range of people in the University community. Incumbent works on call after hours on a rotating schedule throughout the year.

RESPONSIBILITIES:

Entry level work responsibilities:

  • Installs data communication equipment.
  • Configures and maintains soft-settings on data communication equipment.
  • Provides ongoing maintenance support on selected data communication systems.
  • Installs intra-building wiring systems.
  • Maintains adequate stock of maintenance and installation-related supplies following established procedures and stocking levels.
  • Maintains accurate installation and maintenance records.
  • Responds to Miss Utility of Delaware for UD owned telecommunications software.
  • Works within safety rules and regulation guidelines and quality control standards. Maintains safety codes. Ensures that work sites are properly marked for Miss Utility to protect the integrity of network infrastructures.


Mid level work responsibilities:
  • Installs, modifies, troubleshoots, maintains and repairs inter and intra-building wiring systems (copper and fiber optic cable plants), communications termination devices, interface equipment and transmission facilities.
  • Installs standard and moderately complex data communication equipment and components such as network switches, wireless access points, mini PBX telephone systems, UPS systems, signboard, Blackboard access system, connector blocks, wiring and cables.
  • Updates network database and maintains accurate installation and maintenance documentation; Creates and modifies CAD drawings.
  • Configures and maintains soft-settings on data communication equipment independently;
  • Maintains and recommends purchases to maintain adequate inventory of supplies in vans and designated storage areas.
  • Provides ongoing maintenance support for standard and more complex data communication systems.
  • Monitors and operates systems to analyze malfunctions which occur during production operations, troubleshoots, and performs necessary corrective actions; Uses work order software to document and resolve reported client problems.
  • Interprets drawings, specifications and schematics to repair and modify standard and more complex data communication systems.
  • Plans and designs small datacomm projects and manages project work through installation completion.
  • May assist in surveying installation areas to determine work methods, tools, materials, etc.
  • Works within safety rules and regulation guidelines and quality control standards. Maintains safety codes. Ensures that work sites are properly marked for Miss Utility to protect the integrity of network infrastructures. Test and certifies that the network meets required installation standards.


Senior level work responsibilities:

Installs, troubleshoots and maintains complex data communication equipment and components such as network switches, wireless access points, VOIP telephones, UPS systems, signboard, Blackboard access system, connector blocks, wiring and cables. Configures and maintains soft-settings on data communication equipment.

Surveys, plans and designs small/medium scale telecommunication projects. Manage project work from planning phase through installation including documentation & billing. Create or update documentation for maintenance functions of the technician group. Acts as crew leader on special projects. Supervises and coordinates work of contractors and junior team members ensuring that University & Industry standards are met. Identifies plenum from non-plenum spaces.

Acts as a backup for supervisor regarding monitoring workloads and distributing Network Service Requests to technicians.
  • Develops guidelines and procedures for network technician work. Performs quality control reviews of telecomm rooms and network documentation.
  • Trains, assists and provides guidance to more junior technicians.
  • Maintains and recommends purchases to maintain adequate inventory of supplies in vans and designated storage areas.
  • Evaluates new equipment and software as needed.
  • Ensures that safety regulations, standards and local policies are followed and plays a primary role in practicing safety.
  • Ensures that work sites are properly marked for Miss Utility to protect the integrity of network infrastructures for we are part of the Delaware Miss Utility ticket check program and are responsible for all OSP infrastructure. Regular entry into maintenance hole structures for inspections is required. Project management is required when installation or maintenance is being performed. Creates and modifies Autocad drawings for design and documentation purposes.
  • Installs, terminates and tests Category 5e and 6A structured cabling to manufacturer and industry standards. Provides complete structured cabling system installations in a variety of Residence Halls, dining facilities, marine environments and office building environments.
  • Installs, tests and terminates Single Mode and Multi-mode fiber to manufacturer and Industry standards. Interprets fiber optic trace results and evaluates link loss budgets on fiber optic links/channels.
  • Performs RF signal strength surveys with signal strength software and records results onto AutoCad drawings. Shares information with the Network Engineers/Systems Group team for final design. Manages project implementation, documentation and billing of final wireless design and uses either internal staffing or outside contractor for project work.


QUALIFICATIONS:

Entry-level requires a minimum of a high school diploma or GED with specialized training in electronics and one year of hands-on experience in data communications. Mid-level requires an Associate's degree in electronics or related field and 3 years of experience. Senior-level requires an Associate's degree in electronics or related field and 5 years of experience. A combination of related education and experience can substitute for required education.

Entry Level Requirements:

  • Good understanding of the principles of both analog and digital electronics and their application to the complexity of data communication components and transmission facilities.
  • Technical aptitude, fine attention to detail, and ability to interpret schematics.
  • Knowledge of the operation, capabilities and limitations of standard and more specialized data communications equipment.
  • Knowledge of communication software, CAD and excel.
  • Ability to work independently and interact well with diverse groups of people.
  • Ability to communicate effectively with people having various levels of technical expertise and interact well with people of all ages and diverse backgrounds.
  • Knowledge of standard trade practices, and safety rules and regulations.
  • Knowledge of local, state and national codes that govern the installation of communication systems preferred.


Upper Level Requirements:

  • Certifications from BICSI, CWTS or industry recognized certifications within the telecommunications discipline are preferred.
  • Knowledge of ANSI, TIA and NEC Standards.
  • Knowledge and understanding of the following topics and subject matter:
  • Transmission of information over various physical media. Have an understanding of the type's transmission methods and why different media types are chosen over another.


Knowledge of Information & Communication Technology (ICT) standards in respect to structured cabling systems. Familiarity with the following publications:

  • ANSI/NECA/BICSI 568-2006
  • NECA/BICSI 607-2011
  • BICSI/OSP Reference Manual
  • NEC Articles such as 725 & 800 as they pertain to the Telecommunications Industry
  • TIA 569 Standards
  • Advanced knowledge of the principles of analog and digital electronics for ICT professionals.
  • Ability to interpret schematics; knowledge of standard trade practices, local policies and safety rules and regulations.
  • Comprehensive knowledge of the operation, capabilities and limitations of standard and more specialized data communications equipment; knowledge of CAD, Microsoft Project Management and excel.
  • Experience with advanced features of communications software and with work order tracking software.
  • Effective problem solving, critical thinking, and attention to detail skills. Ability to analyze problems, propose reasonable solutions and make logical decisions, and carry out decisions made.
  • Ability to work independently, manage multiple tasks, set priorities, manage time effectively and meet deadlines and budget requirements.
  • Ability to effectively read, write and give oral presentation(s).


ENVIRONMENTAL FACTORS/OCCUPATIONAL EXPOSURES:

  • Work is typically performed inside and possibly in dusty and dirty areas.
  • Frequently required to use personal protective equipment to prevent exposure to hazardous materials. Work in confined spaces is performed when required.
  • The Network Group is responsible for outside plant telecommunications infrastructure which requires work performed in adverse conditions in outdoor environments.


SPECIAL REQUIREMENTS:

  • Work requires frequent bending, pulling cables and wires, using hand and power tools and working in awkward positions.
  • Technician stands and walks for extended periods and occasionally climbs and works from ladders.
  • May require occasional off-hour work, overtime or regularly scheduled on-call status.
  • Possession of valid motor vehicle operator's license.
  • Must be able to work at heights, off of a ladder and in confined spaces.
  • Ability to lift and move, with or without assistance, equipment weighting up to 75 pounds.
  • Must be able to see and distinguish different colors, read small print and hear and recognize audible signals such as dial tones.
