Definition
Orange Coast College (OCC) is seeking a full-time, equity-minded, faculty member in Counseling - Disabled Student Programs and Services Department commencing with the 2019 Fall semester. The primary counseling assignment involves all areas of Disabled Student Programs and Services Counseling. This assignment includes curriculum and program development, participation in department, division, college committees, and participatory governance activities assuming leadership roles both within the department and in the institution as a whole; collaboration across disciplines and the leveraging of student support resources; and participation in ongoing professional development.

The assignment may be day, evening, weekend, online, hybrid, or off campus and is subject to change as needed. The ideal candidate for this position embraces the overall mission of Orange Coast College and the Coast Community College District, with a clear, focused commitment to supporting individualized student and employee goals through the work of Disabled Student Programs and Services Counseling.

The Disabled Student Programs and Services Department shares OCC's commitment to equitable outcomes; inclusive practices; and racial, ethnic, and socioeconomic diversity. We currently enroll 21,498 students, the majority of whom are from racially minoritized populations: 35% of OCC's students are Latinx, 2% are African-American, 23% are Asian, less than 1% Native American, 31% are White, and 6% are multiracial. Faculty have the opportunity to enhance their classroom methods during two professional development days during the academic year, which include learning sessions like "Digital Accessibility", "Basic Skills: Helping students help themselves" and "Taking a skills-based approach to teaching college students". Student-centered activities that support OCC's mission include campus-wide student success projects funded by the Office of Student Equity; partnerships with local Hispanic Serving four year institutions; active programs that work to improve the academic achievement of racially minoritized students, such as PUENTE and UMOJA; Extended Opportunity Programs and Services (EOPS) and Disabled Student Program and Services (DSPS).

Disabled Student Programs and Services (DSPS) provides comprehensive academic, vocational and disability management counseling services to students with disabilities in a diverse environment. Under Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act of1990, Orange Coast College (OCC) Disabled Students Program and Services (DSPS) takes all necessary steps to ensure that no OCC student with a verified disability is denied the benefits of, excluded from participation in, or otherwise subjected to discrimination in an education program because of the absence of auxiliary aids or academic accommodations. Participation in the OCC DSPS is completely voluntary. The DSPS Counselor will be part of a dedicated team of professionals who will develop and implement comprehensive disability support services designed to meet legal mandates and student success in collaboration with campus faculty, community agencies, and students with disabilities.

Examples of Duties: Duties may include, but are not limited to, the following:
  1. Provide academic, career, and personal counseling and guidance services to students with disabilities both individually and in groups. Provide individualized counseling related to academic and vocational goals, course selection, major and program of study options, and the development and revision of the initial and comprehensive educational plan.
  2. Prepare and determine disability verification for students through observation and/or analysis of medical and psychological documentation.
  3. Assist students in determining appropriate academic adjustments and accommodations; consult with instructors regarding specific students and their disability-related needs.
  4. Design individualized educational plans and authorize educational accommodations for students with disabilities. Complete semester reviews of accommodation need, reviewing Rights and Responsibilities, and recommending follow-up activities.
  5. Recommend and coordinate appropriate services and referrals for students with disabilities to ensure equal access in accordance with Title V and ADAA. Liaison as appropriate with other resources including Student Health, classroom professors, college staff, Behavior Intervention Team, local community agencies, and other entities
  6. Participate in and contribute toward required state, federal and college reporting/planning activities for disabled student programs, including accreditation and program review.
  7. Develop effective working relationships with faculty members in instructional areas; serve as faculty liaison on issues related to students with disabilities to ensure compliance with Title V and the ADA; perform in-service training related to disability and disability law to the college community.
  8. Participate, as appropriate, in college outreach programs, and on-campus clubs for students with disabilities.
  9. Assist in the development and implementation of programs focusing on access and retention.
  10. Serve on department, college-wide, and district-wide committees in support of participatory governance.
  11. Provide matriculation services as directed and required. Meet with students and provide counseling related to academic progress, grades, academic standing, changes to major, use of accommodations, modifications to accommodations, and referrals to resources on and off campus.
  12. Develop and maintain close working relationships with disabled student counseling personnel in feeder high schools, local colleges, and community resource agencies to aid in student transition.
  13. Maintain cumulative counseling records for all students served and contribute to state reporting requirements.
  14. Participate in curriculum and course development and professional development programs.
  15. As applicable, and if schedule allows, teach counseling and guidance classes.
  16. Provide workshops to staff and students on best practices in Disability Services, including Universal Design for Learning techniques in the classroom.
  17. Assume other counseling and guidance responsibilities as assigned.


Qualifications and Physical Demands
MINIMUM QUALIFICATIONS:
  • Must meet one of the following qualifications to serve as a community college counselor of students with disabilities under (1) through (4):
    1. Possess a master's degree, or equivalent foreign degree, in rehabilitation counseling, OR
    2. Possess a master's degree, or equivalent foreign degree, in special education, and twenty-four or more semester units in upper division or graduate level course work in counseling, guidance, student personnel, psychology, or social work; OR
    3. A master's degree in counseling, guidance, student personnel, psychology, career development, or social welfare; and either twelve or more semester units in upper division or graduate level coursework specifically in counseling or rehabilitation of individuals with disabilities, or two years of full-time experience, or the equivalent, in one or more of the following:
      1. Counseling and/or guidance for students with disabilities; OR
      2. Counseling and/or guidance in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities.
    4. Or, possess a combination of education and experience that is at least the equivalent to the above.   • Evidence of responsiveness to, and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic and cultural diversity
    within the community college student population, including students with different
    ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom.
  • Ability to contribute to campus and district-wide professional responsibilities and activities.
  • Ability to complement existing staff, student and community demographics in terms of professional and personal skills.

DESIRABLE QUALIFICATIONS:
  • Experience counseling a wide variety of students with disabilities, including learning, psychological, sensory, physical, intellectual disabilities, and acquired brain injuries in the post-secondary educational setting.
  • Experience and interest in working with adult students with autism.
  • Strong working knowledge of the Americans with Disabilities Act Amended, Rehabilitation Acts 504 and 508, Title V Regulations for Disabled Students Programs & Services.
  • Ability to communicate fluently in American Sign Language or Pidgin Signed English.
  • Certificate of completion from State Chancellor's Learning Disabilities Eligibility Model Training.
  • Ability to work collaboratively.
  • Experience working on a Residential Campus with students who receive disability-related accommodations.
  • Demonstrated ability to address equity gaps within courses and classrooms, as related to working with students with disabilities.
  • Evidence of an ability to self-reflect and respond to an evidence-based assessment of student learning.
  • Desire and demonstrated an ability to participate actively in the department, division, and college committees and in the shared governance of Coast Community College District.
  • Desire and evidence of an ability to take on leadership roles both within the department and in the institution as a whole.
  • Ability to work with computers, and use the Internet and interactive, and assistive technologies to engage students in on-campus and online courses (where academically appropriate).
  • Evidence of an ability to communicate effectively both orally and in writing.

Conditions of Employment

For a full-time, two-semester position a maximum starting range of $58,380 to $99,534 is offered, based on the 2018-2019 salary schedule of $58,380 to $139,189. In addition, an annual stipend of $3,056 is offered for possession of an earned doctorate from an accredited institution. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.

SELECTION PROCEDURE
