California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of over 12,500 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services.

Conditions of Employment:

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Position Information:
This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Department: Budget Planning & Administration

Budget Planning & Administration provides expertise, guidance, budget development and administration in support of the University's Mission, responsible for budget planning, development, and administration of funds appropriated to the University. The department is also responsible for budget reporting and developing of budget policies and procedures. The department supports both management and end-users, including Resource Managers in administering and understanding the University budget.

Major Job Duties:
Under the general direction of the Associate Vice President of Finance, the University Budget Director is responsible for directing and overseeing the University budget process. Duties include: administering budget planning and development, preparing revenue projections, allocating division budgets; administering funds appropriated to the University; overseeing budgets of all other University funds including enterprise services (including Housing , Parking, and Extended Education), conducting annual budget reviews of auxiliary organizations, ensuring budget processes are in compliance with Federal, State, and University statutes and policies; promoting fiscal and administrative integrity that encourages meaningful relationships with both internal and external constituencies; developing and recommending budget policies and procedures, providing direction to divisional campus fiscal officers on applicable budget/fiscal policies and procedures; overseeing position control; management/monitoring University Central Funds and Reserves; serving as staff to the University Budget Committee, and participating on other University committees; and serving as the campus liaison with the Office of the Chancellor and the State Controller for budget matters.

Qualifications:
Required Knowledge, Skills and Abilities:
Knowledge of the principles and practices of government budgeting, accounting, and public finance; knowledge of the principles and practices of organizational management; knowledge of research techniques and of statistical principles and procedures; knowledge of GAAP, GASS, and FASS; and knowledge of modern computer systems and databases

Ability to analyze, plan, organize and work independently; ability to establish program objectives and develop various plans of action to achieve such objectives; ability to independently interpret and apply a wide variety of budgetary program rules and regulations; ability to train others in fiscal and personnel procedures; demonstrated ability to work effectively with others; ability to work effectively in a multicultural environment; ability to problem-solve complex fiscal/financial issues; ability to develop a broad variety of financial reports using various computer programs; demonstrated expertise in the ability to develop spreadsheets and use databases; demonstrated expertise in the ability to develop spreadsheets and use databases.

Ability to effectively review and evaluate the work of other; design work assignments to ensure work is done accurately and timely; able to provide management information; establish and and maintain effective working relationships with peers. Demonstrated ability to have excellent written and oral communication skills in one-on-one and group setting.

Certification: Valid drivers license

Experience and Education:

Required Education:
Bachelor's degree in business, accounting, finance, public administration or a related field.

Master's degree in business, accounting, finance, public administration or a related field; or CPA preferred.

Required Experience:
Five (5) years of high level administrative technical experience in accounting, fiscal management, budget planning, and budget administration in the private, public sector or higher education. Experience in supervising or training others in fiscal/financial management techniques required.

Higher education budget or governmental budget and financial operations preferred. PeopleSoft position management experience is preferable.

Salary Range: Salary is commensurate with experience.
