Degree and area of specialization:
For Engineer Title: Bachelor's degree from an accredited college or university required, with major studies in facility management, construction, or engineering related discipline.

For Architect Title: Bachelor's degree from an accredited college or university required, with major studies in facility management, construction, or architectural related discipline.

Minimum number of years and type of relevant work experience:
Experience in applying the principles, concepts, and methods of facility administration and life cycle management sufficient to maintain facilities and facility equipment in good working order. This includes knowledge of typical facility, equipment, or services; proper work maintenance procedures to achieve goals of greater economy and efficiency; the causes of deterioration and/or impending failure of equipment and components; and the tests and procedures that can verify and determine conditions.

Title and pay rate will be decided at time of hire based on qualifications and experience.
0-2 years of experience, Associate Level at salary minimum $55,000
1-6 years of experience, No Prefix Level at salary minimum $65,000
7+ years of experience, Senior Level at salary minimum $75,000

Position Summary:
The primary responsibility of this position is to program, manage and direct the operation, maintenance and repair, rehabilitation and improvements to assigned campus facilities. The incumbent will act as the primary point of contact for the facilities assigned and will act as the representative for the Budget Planner, Senior (Large) of Physical Plant to the colleges and tenants under his/her cognizance ensuring facilities are professionally maintained and developed at a level that meets their mission requirements.

The University of Wisconsin-Madison consists of some 60,000 students, faculty and staff housed in over 300 buildings containing more than 25,000,000 square feet on 900 acres of land. In addition, numerous research facilities are located throughout the State. The Skilled Trades & Specialized Crafts Program Section of the Physical Plant Department has direct and indirect responsibility for maintenance of these facilities working in conjunction with the mission of the University of Wisconsin to provide the best environment for its students and staff.

The successful candidate for this position must be knowledgeable in facilities management operations, financial management, bench-marking and metrics, project management, and construction and maintenance best practices. The candidate must maintain a clear understanding of issues related to the operation of the Skilled Trades & Specialized Crafts Program Section; applicable State and University rules and regulations, limitations and authority levels; annual work plans; budget management; customer relations; and outreach and marketing aspects for the various programs. This position serves as a liaison between the Skilled Trades & Specialized Crafts Program Section and its customers, staff, Madison campus administrators, UW-Administration, DFDM, and other state and city government officials.

1. Knowledge and understanding of the Physical Plant mission and functions, inter-relationships with all other FP&M Departments, and Physical Plant core work processes.
2. Knowledge of, and skill in applying the principles, concepts, and methods of facility administration and life cycle management sufficient to maintain facilities and facility equipment in good working order. This includes knowledge of typical facility, equipment, or services; proper work maintenance procedures to achieve goals of greater economy and efficiency; the causes of deterioration and/or impending failure of equipment and components; and the tests and procedures that can verify and determine conditions.
3. Knowledge of and the ability to manage the workflow of facility maintenance projects, from identification, to prioritization, through execution, and evaluation.
4. Knowledge of condition based maintenance management (facility assessment, criticality and CMMS).
5. Knowledge of maintenance, repair, and construction techniques and facilities management, maintenance, planning, acquisition and contracting processes.
6. Ability to read and understand contract plans and specifications.
7. Ability to analyze and evaluate requirements and work order requests for repair, maintenance, and construction submitted by clients.
8. Ability to investigate and diagnose maintenance and repair problems within buildings to determine initial cause and initiate corrective action.
9. Ability to communicate effectively both orally and in writing. Ability to develop and present written and oral technical and non-technical information.
10. Ability to maintain good working relations with customers, building occupants, associates, trades persons and management.
11. Knowledge of cost estimating and cost analysis techniques and formats in order to prepare and evaluate alternatives.
12. Ability to use the computer and work with various software programs including Microsoft Office suite, CMMS, estimating software, and AutoCAD.
13. Knowledge of Federal, State and local laws, building and safety codes and regulations, State and UW System guidelines, policies and guidelines pertaining to facilities construction, maintenance and repair, energy, sustainability, environmental (asbestos, radon, lead, mold, etc), safety and cultural programs.
14. Knowledge of asbestos abatement, radon mitigation, and lead paint and mold remediation programs as mandated by federal, state and local laws ensuring asbestos, radon, lead and mold within facilities are appropriately identified, managed, mitigated, and disposed of in accordance with federal, state and local regulations.
15. Ability to maintain a professional and service oriented relationship with customers and co-workers.
16. Ability to be creative, flexible, self-motivated and quality oriented.
17. Ability to present a neat, clean appearance.
