Position Summary
Reporting to the the Chief Diversity Officer, with dotted line reporting to the Title IX Coordinator on Title IX, discrimination, harassment and VAWA-related matters, the Senior Human Relations Officer is responsible for management of the human relations office and supervision of the Human Relations Officer and Alternate Human Relations Officers.

Reviews, adjudicates, investigates and/or provides oversight for the investigation, adjudication and processing of sexual misconduct (including sexual assault and sexual exploitation), domestic and dating violence and misconduct, stalking, harassment, discrimination and related retaliation matters for all students, faculty and staff in all Middlebury programs, including the undergraduate program, Language Schools, Schools Abroad, Bread Loaf School of English, Bread Loaf Writers Conference, School of the Environment, Middlebury Institute of International Studies at Monterey, and MiddCore in accordance with Middlebury's Policy Against Sexual Misconduct, Domestic and Dating Violence and Misconduct and Stalking and Middlebury's Anti-Harassment/Discrimination Policy.

Working collaboratively with the Title IX Coordinator and officials in all Middlebury programs, develops, oversees and/or implements Middlebury's sexual and interpersonal violence, harassment, and discrimination policies, procedures and response efforts for all students, faculty and staff in all Middlebury programs in accordance with applicable federal and state laws.

Serves as the Title IX Coordinator's designee for the purposes of conducting and/or overseeing investigations and adjudicating complaints of sex discrimination (including complaints of sexual harassment and sexual misconduct) and conducting and/or facilitating training for students, faculty and staff in all Middlebury programs.

Responsibilities
Essential Functions

Offer is contingent upon successful completion of a criminal background check.

  • Supervises and manages the overall operation of the HRO office, including direct supervision of the Human Relations Officer, Alternate Human Relations Officers and inside and outside investigators, as well as management of the HRO budget and consistent implementation of Middlebury's Anti-Harassment/Discrimination and SMDVS policies for all Middlebury programs in accordance with applicable law.
  • Reviews, adjudicates, oversees or conducts investigations and/or processes harassment, discrimination, sexual misconduct, domestic and dating violence and misconduct, stalking and related retaliation complaints/ reports in accordance with Middlebury's policies, appoints investigators and works collaboratively with the Title IX Coordinator and others, as appropriate, to process cases under Middlebury's policies.
  • Issues orders and/or interim measures, as well as official written determinations regarding alleged policy violations under Middlebury's Policy Against Sexual Misconduct, Domestic and Dating Violence and Misconduct, and Stalking (SMDVS Policy) and Middlebury's Anti-Harassment/Discrimination Policy (AH/D Policy), recommends appropriate sanctions to other Middlebury officials, and provides requested information to appellate officials under Middlebury's applicable policies.
  • Works collaboratively with the Title IX Coordinator and other Middlebury departments in all programs to: ensure consistent compliance with all applicable Middlebury policies and procedures; develops and/or conducts harassment, discrimination and sexual violence training and education for faculty, staff and students; and develop and disseminate related policies and information.
  • Works collaboratively with the Title IX Coordinator, Middlebury's counsel, and other offices, as appropriate, to ensure that Middlebury's SMDVS and AH/D policies comply with all applicable state and federal laws. Drafts new policies and/or revises existing policies as necessary to ensure compliance and consistency across all Middlebury programs.
  • Works collaboratively with state and federal agencies assigned to review and process harassment, discrimination, sexual misconduct (including sexual assault and inappropriate sexual conduct), domestic violence and dating violence and misconduct and stalking complaints filed against Middlebury.
  • Maintains the highest level of confidentiality in all harassment, discrimination, sexual misconduct, domestic and dating violence and misconduct, stalking and related retaliation matters, including maintaining confidential records related to these matters and any actions taken in response thereto.
  • Tracks reports of harassment, discrimination, sexual misconduct (including sexual assault and inappropriate sexual conduct), domestic and dating violence and misconduct and stalking cases for internal and regulatory statistical purposes and files annual reports with the President concerning the number, nature, and disposition of such reports.

    Qualifications
    Education

    BA Required; JD degree strongly preferred

    Knowledge, Skills and Abilities
  • Significant working knowledge of applicable state and federal laws relating to unlawful harassment, discrimination, sexual violence, domestic and dating violence, stalking, related retaliation, Title IX, and Clery/VAWA.
  • Excellent management, communication, interpersonal, and cultural competency skills. Knowledge of second language and/or experience with issues related to transnational and intercultural communication preferred.
  • Experience with investigations and/or adjudications, evaluating cases and rendering decisions based on a fair thorough, impartial and objective analysis of the evidence and applicable law and policy; and the ability to exercise good judgment in a variety of situations.
  • Requires superior written and verbal communication, administrative, and organizational skills. Must be able to work under pressure and handle confidential matters with discretion.
  • Demonstrated cultural competence.
  • Proven effectiveness in serving the needs of a diverse campus community
  • Ability to travel on occasion for trainings or investigations at other Middlebury sites.

    Experience
  • 3-5 years in a higher education, legal and/or investigatory setting with management experience
  • Experience in the areas of student affairs, litigation, employment discrimination matters, and diversity, strongly preferred.

    Physical Demands
    This is primarily a sedentary desk job although the position will require live training to different departments across Middlebury.
