Persons in the position must have or the ability to acquire advanced training, knowledge and ability in the National Incident Management System and Incident Command System.

Persons in this positions must have experience and knowledge of information systems and the ability to access and use computer equipment efficiently and effectively, including, but not limited to, common internet browsers and search engines, Microsoft Word, Microsoft Excel, Microsoft Access, Power Point, Adobe Professional, email, Microsoft Share Point, and records management systems and the ability to utilize these systems and programs to effectively complete daily work and assignments.

License or Certificate:
This position requires a valid driver's license as a condition of employment and must obtain Wisconsin Boater Safety Certificate with 6 months. EMT Basic licensure through the state of Wisconsin must be obtained within one year of start of employment.

Applicants for this position should have experience with watercraft in a professional or personal use setting. Experience with watercraft operations is preferred.

Position Summary:
Under the general supervision of the Specialty Services Lieutenant: facilitate and manage the development of response plans for rescue, emergency medical services, and emergency response for UW-Madison Lake Safety and Rescue unit and UW-Madison Police Department First Responder program, and coordinate the administrative processes for the Lake Safety and Specialty Services Unit. This position reports to UW-Madison Police Department (UWPD) and will be based at UW-Madison.

This position will assist the UW Lake Rescue, Safety and Specialty Services Unit in the development of emergency response plans, policy creation and maintenance, and systems of documenting training for emergency and rescue response. This position will also coordinate administrative processes including, but not limited to, assisting with management of the Department's CPR program, managing the UWPD First Responders (student EMS service), maintenance of state level certification for EMS provider license, and general office management work. The person is required to participate in lake rescue and safety operations training, staffing a variety of lake rescue and safety operational shift duties, and assisting with the training of crew members and watercraft pilots. This position will need to maintain confidentiality and exercise judgment and diplomacy in dealing with sensitive issues such as confidential matters that effect employer-employee relationships.

In addition to weekday work, persons in this position will be required to work some weekends during special and/or other major events. This position could be called in at any time in the event of an emergency on Lake Mendota requiring multi-agency response. This position may require some flexibility in work hours to conduct line level job functions on an occasional basis.

SCHEDULE COMMENTS
This position is considered an essential position for the University Campus. The final schedule worked will be discussed and agreed upon with UWPD management. In general, the hours will be during business hours Monday-Friday and they will need to meet the needs of the UWPD. During boating season hours may be adjusted to meet the demands of the work unit and may include evenings and weekends. Occasional work beyond or outside hours agreed upon may be required during emergencies, special events, or as assigned.

ADDITIONAL REQUIREMENTS
Persons in this position must pass the initial application screening, all steps of the hiring process, an extensive background investigation, drug screen, physical and psychological examination prior to beginning employment. Persons in this position must possess a valid Wisconsin Driver's License. Persons in this position are expected to dress in appropriate business or business casual attire.

DISCRETION AND ACCOUNTABILITY
This position has delegated authority from UWPD leadership to exercise broad discretion in setting objectives and priorities of the program in response to the needs of the UW-Madison, adjacent law enforcement and fire/EMS services, and users of the Lake Rescue and Safety services. This position is accountable for being a business partner with leadership/management in emergency planning, training, and overall serviceability of the lake rescue and safety program to ensure plans are in place to help the unit continue to meet their goals and mission as efficiently and safely as possible. In day to day operations this position will be given authority to made decisions about proper equipment for medical emergency readiness, will have sole responsibility for state licensing requirements for the agency, and will be responsible to collaborate with employees and leadership of the lake safety and rescue unit frequently. This position will at times serve as a first responder and will be held to standards in training and real world deployments similar to other first responders such as fire fighters and paramedics. While working in a team environment a majority of the time, employees in this position must be accountable for work products produced on their own.

The employee must ensure that the objectives and priorities of the program are in agreement with the overall programmatic goals of the UWPD and state.

PHYSICAL EFFORT
In times of disaster, emergencies, or other stressful situation this employee may be required to put in long hours (12-20 or more hours at a stretch) with a limited number of off-duty breaks of short duration's. This kind of stressful work application may continue up to two weeks.

WORK ENVIRONMENT
Many times difficult decisions, impacting upon the possible loss of life, damage to property, environmental issues, and physical wellness of others will be required to be made. In those times, those work objectives must be completed with a minimum of delay, sometimes within very short time frames. This position could potentially work in very dangerous situations, inclement weather, potential chemical hazards, on locations where lifesaving efforts must be engaged in immediately, etc.
