The anticipated starting salary placement depends on qualifications, experience and salary budget, and will not exceed $7,667 a month.

Reporting to the Director of Information Systems, the CMS Technical Analyst and Programmer is responsible for supporting production, ongoing development, upgrades and enhancements to Sonoma State University's enterprise systems including PeopleSoft, third party applications that interface to PeopleSoft, and OnBase Enterprise Content Management. This position is a member of the Common Management System (CMS) department, which supports internal custom Information Technology (IT) development and centralized administrative computer systems on-campus.

Working relatively independently, major duties of the position include, but are not limited to, the following:
- Provide functional and technical support in the analysis, development, documentation, implementation, training and operation of application software to ensure optimal, efficient, and effective use of technology solutions that meet our user's requirements.
- Work with functional and technical teams, consultants, application managers and users to determine program requirements and meet with decentralized users to determine scope of projects, data access and integration needs, and technical impacts on the system.
- Design, develop and maintain customizations to the Oracle/PeopleSoft ERP system utilizing PeopleTools such as application designer and application engine, and as necessary Java or Perl code for API to third-party systems.
- Create complex reports, data extractions, queries, and data/system interfaces from campus systems that cannot be met by current solutions. Understand, interpret, write and/or modify SQR's, PL/SQL and/or complex queries.
- Provide technical assistance in coordinating and installing system upgrades for assigned CMS modules. Includes retrofitting existing modifications. Review release notes for database and application upgrades and patches. Investigate all system updates for technical changes that affect supported software, data integrity, or system processing effectiveness.
- Work closely with all areas within CMS and IT to manage project and work request deliverables, ensuring work requests and projects are delivered as requested and on schedule. Involves outlining technical needs and time estimations for completion.
- Participate in project meetings to ensure work is on track for success.
- Evaluate and enhance the efficiency of existing programs in meeting current and future user needs.
- Undertake special projects as directed.

In support of OnBase
- Configure, develop, administer and support components within OnBase.
- Create and maintain existing scripts and API integrations, imaging, capture, document/content management, workflows, and OnBase application solutions

Performs other secondary duties as assigned.

Duties take place mostly in an office setting located at Sonoma State University. The normal work schedule is Monday through Friday aligned with regular campus hours. As a non-exempt employee, any request for overtime will be specified and pre-approved by Appropriate Administrator. Evening and weekend hours may be required and will be specified only by the supervisor to meet operational needs. The incumbent must maintain regular and acceptable attendance at such levels as is determined by the Appropriate Administrator. This position requires the ability to type at a keyboard for up to six hours a day, moving and regularly using fingers and hands.

Qualifications
This position requires knowledge and skills in technical information systems design and development. This would normally be obtained through a bachelor's degree in computer science, computer information systems, engineering or a related field with equivalent training and applied experience. Two to three years of design and development experience directly supporting Oracle/PeopleSoft Enterprise systems preferred. Skill set should include working experience in applications development Application Designer, Application Engine, SQR, PeopleTools and PeopleCode preferred. A working knowledge of SQL required. Understanding of Oracle/PeopleSoft Security, Component Interfaces, Integration Broker, Web Services and XML a plus. Must have demonstrated ability to identify and solve complex production problems, write code to meet user and technical specifications and ability to use productivity tools to develop and modify applications software. Working knowledge of the systems development life cycle (SDLC) methodology and common third-party tools (MS Office, SSH, TOAD, Oracle SQL Developer, SQLPlus, UNIX scripting, PERL, Java, and Web Services) required. Experience with PeopleSoft Campus Solutions highly desired. Experience working with Enterprise Content Management system (OnBase) and designing workflows preferred.

This position requires clear, positive, solution-oriented communication to translate user needs into effective and comprehensive technical solutions providing time estimations as appropriate. Technical writing skills are required to provide clear and comprehensive documentation for all delivered and supported applications. Ability to demonstrate competence in independently applying technical judgment to standard and nonstandard applications and systems, solving a wide range of problems and developing practicable and thorough solutions required. Multi-tasking and prioritization skills are required for managing multiple projects and requests. Knowledge of university business processes preferred. Good interpersonal skills required. CSU system experience a plus.

This position requires working knowledge of and experience with network connectivity, integration, configuration and protocols; APIs and data integration with third party systems; analysis, de-bugging, and testing to identify and correct system failures; system capability, design restrictions, security requirements, and client-server applications and ad-hoc reporting tools. Demonstrated ability to apply consultative skills to assess user needs and communicate technology systems and solutions to technical and non-technical users required.

In addition, this position requires the ability to maintain and upgrade relevant professional skills including learning new programming tools as necessary; research and evaluate the functionality of vendor software to meet user needs, assess vendor proposals, and serve as a technical/vendor liaison; identify and analyze problems and resolved them with the scope of authority. Must have the ability to work independently as well as part of a team; adapt to change in the work environment; accept constructive feedback; effectively communicate verbally and in writing with all levels within the university; and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents
