Position Summary:
The Office of Research & Engagement seeks an experienced professional to contribute to the development and funding of research throughout UTK through the management of all aspects of the relationship between the university and the Department of Energy (DOE). The Portfolio Director will advise investigators on funding opportunities and strategic planning for proposals utilizing business intelligence and information directly gained or extrapolated from direct contact with program offices and others within the Department of Energy. In addition, the Portfolio Director will ensure the fit, coherence and persuasiveness of proposals and other materials developed for the Department of Energy. The Portfolio Director will serve as an active facilitator in connecting University investigators will agency staff to capitalize on the strengths of the research program at UTK and to meet the ongoing needs of the agency. The Portfolio Director will maintain informed scholarly contact with agency representatives and act expeditiously and opportunistically to enhance the research competitiveness of investigators within Department of Energy space. The Portfolio Director will also provide programmatic direction to the Science Alliance (SA), a Tennessee Higher Education Commission Center of Excellence focused upon creating and fostering a strong collaborative bond between the University of Tennessee at Knoxville and the Oak Ridge National Laboratory. SA initiatives are inclusive of the Distinguished Scientist Program, the Joint Directed Research and Development Program (JDRD), SA sponsored graduate student fellowships and other mission congruent programs and activities.

Position Competencies:
• Extensive knowledge of extramural program administration guidelines of federal sponsors supporting research and educational activities, preferably in a university environment.
• Independent judgement and outstanding organization and communication skills across broad and diverse subject areas including highly complex scientific and technical areas of endeavor.
• Ability to interpret policy for others.
• Ability to work under pressure and to meet external hard deadlines.
• Superior oral and written presentation skills including the ability to translate scientific and technical concepts into proposal formats.
• Excellent, demonstrable computer skills in EXCEL, database programs, internet searches and web-based research administration and research funding software.

 Qualifications
 Minimum Qualifications:
The position requires a minimum of five (5) years of experience in research or business development as it relates to university research, technology commercialization and/or technical sales. Experience as a federal program officer will also be considered as equivalent to the stated requirement. A Masters degree in business, public policy, a scientific discipline or engineering is required.

Preferred Qualifications:
Preference will be given to candidates with specific knowledge of the Department of Energy through prior work experience or other extensive exposure. In addition, preference will be given to candidates with evidenced successful experience in the promotion of university research with an emphasis on prior experience within a research intensive (R1) environment or within a national laboratory. An earned terminal degree is also preferred.
