Scientific Project Manager

PAY GRADE: 33E

CONTEXT OF THE JOB:

The National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL) is funded by a cooperative agreement with the National Institute of Standards and Technology (NIST) as a public/private consortium of a diverse set of member organizations, including industry, academia, non-profit organizations, state governments, and federal agencies. The NIIMBL operating budget is approximately $50 million annually, composed of federal funding and third-party cost share commitments contributed by NIIMBL members. Institutionally, NIIMBL reports to the Vice President for Research, Scholarship & Innovation.

Under limited direction, the NIIMBL Scientific Project Manager manages a portfolio of NIIMBL projects, which are vetted through a competitive project call process that occurs semi-annually. NIIMBL committees collaborate to develop the project calls based on NIIMBL and other approved roadmaps and input from open NIIMBL workshops on current and emerging industry challenges, gaps, and opportunities. Projects will further the NIIMBL mission of advancing and innovating biopharmaceutical manufacturing by addressing a pre-competitive technical challenge or advancing and/or creating resources for workforce training.

Once approved for funding, the project will be managed by the NIIMBL Scientific Project Manager in conjunction with NIIMBL Program Managers, who oversee the administrative and financial management of the projects. The incumbent will play a critical role to ensure these projects stay on track to deliver value to the NIIMBL membership and the industry.

MAJOR RESPONSIBILITIES:
  • Manage a portfolio of NIIMBL projects to monitor technical progress of the research, ensuring deliverables and milestones are met and timelines stay on track.
  • Utilize subject-matter expertise to offer guidance and support project teams' need to modify the work plans as needed, seeking appropriate input and approvals in accordance with NIIMBL governance documents and the NIST cooperative agreement.
  • Conduct monthly status meetings with each assigned project teams.
  • Review and approve quarterly technical reports to ensure risks to the project are mitigated and projects are progressing.
  • Review and approve final technical reports and post-award impact reports to identify project achievements to be shared publically.
  • Identify relevant intellectual property landscape and risks based on reports from project teams and assist in technology transfer activities from project teams to other relevant organizations.
  • Inform the NIIMBL Communications Director of publications, presentations, inventions, and other forms of intellectual property resulting from projects are being appropriately shared with NIIMBL membership and external stakeholders, in accordance with NIIMBL confidentiality provisions.
  • Communicate project status updates, in coordination with the NIIMBL Leadership Team (specifically the Chief Technology Officer, Workforce Director, and Information and Regulatory Director), to ensure the successful execution of the projects.
  • Prepare project-related sections of the NIIMBL Annual Institute Plan, which details the technical projects, including milestones and deliverables, undertaken by NIIMBL members on an annual basis.
  • Prepare reports and associated documents for NIIMBL leadership, committees, and NIST, to communicate status of the projects.
  • Review and approve project invoices to ensure scope of work and deliverables are met. Interface with NIIMBL Program Managers to ensure administrative and financial oversight of the projects are aligned with the technical progress.
  • Make recommendations to NIIMBL Senior Counsel regarding the project teams' development of their Intellectual Property Management Plan (IPMP) to ensure it complies with the NIIMBL Intellectual Property paradigm, NIIMBL Bylaws, and federal regulations. The IPMP is developed as part of the project award agreement to outline IP ownership, rights, use of background IP, and patent prosecution fees, among other related details.
  • Perform miscellaneous job-related duties as assigned.

QUALIFICATIONS:
  • Advanced degree and six years related experience, or equivalent combination of education and experience.
  • Project management experience.
  • Effective communication skills.
  • Ability to collect, analyze and interpret data and information from various sources.
  • Familiarity with project management resources and tools.
  • General knowledge of federal regulations and OMB circulars.
  • Ability to resolve complex problems/issues and to make administrative/procedural decisions and judgments.
  • Previous technology transfer experience preferred.
  • Experience working in a biopharmaceutical manufacturing environment preferred.

SPECIAL REQUIREMENTS:
  • Ability to travel to NIIMBL member sites as necessary.
