Reporting Relationships Reports to: Vice President / Chief Financial Officer.

Supervision Exercised: Supervision is exercised over appropriate exempt and non-exempt staff to include but not limited to Business Services Manager, Accounting staff, accounts payable, accounts receivable manager, payroll, and Supervisor of Mail / Distribution.

 

Job Summary

Develop, manage, and administer all college financial services including accounting services, accounts receivable, accounts payable, payroll, and budgeting.  Develop and administer internal control procedures relating to cash receipt, cash disbursement, and accounting operations. Responsible for all college and Foundation financial accounting and reporting, federal and state tax compliance, and fiscal reporting to federal and state agencies. Provide fiscal oversight for grant programs, sponsored programs, and the RVC Foundation.  Provide administrative direction and leadership for college-wide compliance with generally accepted accounting principles, GASB, FASB, and established college policy.  Achieve and maintain a thorough operating knowledge in areas of assigned responsibility as detailed below.

Essential Duties and Responsibilities include the following.  Related duties may be assigned.

  1. Provide management direction accounting services, accounts payable, accounts receivable, payroll, purchasing, print and mail services.
  2. Supervise, train, and mentor staff in a team environment; determine deadlines and plan staffing requirements, recruit, evaluate performance of staff; ensure and / or conduct staff training to provide departmental cross-training.
  3. Provide leadership for the college initiatives related to cash management, debt management, and other financial services.
  4. Provide leadership for the college initiatives related to purchasing, procurement, contract management and other business services.
  5. Provide leadership in the absence of the Vice President Finance / Chief Financial Officer.
  6. Prepare monthly purchase reports for the Board of Trustees.
  7. Recommend initiatives related to the college financial & business services and provide evaluative reports with recommendations for college action.
  8. Direct and participate in all internal and external financial reporting, including internal financial reports, annual financial reports, informational tax returns, tax filings, governmental compliance reports, and financial surveys.
  9. Ensure that routine and timely financial reporting and account analyses are performed.
  10. Assist in preparation of the College’s annual budget
  11. Develop and maintain the annual budget for Financial and Business Services department.
  12. Approve appropriate journal entries for posting.
  13. Responsible for Ellucian employee access to the financial systems.
  14. Prepare State and Federal regulatory reports.
  15. Maintain College’s Fixed Assets.
  16. Prepare an annual report for the Financial Services department that will include objectives and accomplishments for the year and objectives for the next fiscal year.
  17. Coordinate, plan, and participate in annual audits for College and Foundation and issuance of corrections of findings and recommendations.  Work with external auditors (including federal and state auditors).
  18. Manage and participate in preparation of the Comprehensive Annual Financial Report (CFAR) and the GFOA Certificate of Achievement for Excellence in Financial Reporting.
  19. Manage the College’s copier program and prepare monthly copier usage report and chargeback reconciliations.
  20. Manage relationships with financial institutions and external auditors.
  21. Develop a close working relationship with other administrative offices as to maintain communication on college financial services and to determine the most effective means of providing these services.
  22. Provide consultation to administrators, personnel, outside agencies and others concerning fiscal operations and activities; respond to inquiries, resolve issues and conflicts, and provide detailed and technical information concerning related accounts, funds, budgets, transactions, records, regulations and policies and procedures.
  23. Assist with training activities for department staff and college personnel.
  24. Serve on appropriate college committees.
  25. Attend College Board meeting and College Board Committee meetings.
  26. Maintain current knowledge of State and federal laws.
  27. Regular attendance is expected.
  28. Using tact and courtesy, the ability to establish and maintain effective relationships with persons contacted in the course of work.

Minimum Qualifications

Bachelor’s degree in Accounting or closely related field; MBA preferred.  Licensed Certified Public Accountant (CPA) or CPA candidate preferred.

  1. 7-10 years of management experience.
  2. Demonstrated experience working with complex automated accounting systems.
  3. Experience in preparation of annual financial statements.
  4. High level of communication and analytic skills for the advisement of college executive decision-making and support of service requests.
  5. High level of compute literacy and experience in Microsoft office Suite (Excel, Word, PowerPoint, Outlook, and Access).
  6. Must be able to manage multiple tasks and meet crucial deadlines with accurate results.
  7. Must be detail oriented individual with a strong work ethic.
  8. Have the ability to research, interpret, and apply various accounting regulations and pronouncements to assigned tasks.
  9. Experience in college, university or public agency.
  10. Knowledge and experience with Illinois Community College Board (ICCB) fiscal manual.
  11. Preferred experience with Ellucian Colleague.
