Degree and area of specialization:
Bachelor's degree from an accredited college or university required, with major studies in facility management, construction, architecture, and/or engineering or related field.

Minimum number of years and type of relevant work experience:
A minimum of 7 years of progressively responsible experience in facility management, construction, architecture, and/or engineering.

Demonstrated experience and knowledge of mechanical, electrical, plumbing and architectural systems with a strong research focus.

Demonstrated experience of principles, practices, concepts, and theories of facilities management, mechanical and building architectural systems, hazardous materials identification, project identification and development, finance, budgeting and cost accounting.

Position Summary:
Serve as a primary analyst and advisor to the UW-Madison Physical Plant Director of Maintenance on administrative and managerial matters related to contract administration to ensure effective and efficient operation of the Skilled Trades & Specialized Crafts Program Section of Physical Plant Department with staff of 250 management and skilled trades staff providing over 500,000 hours of services to the University community.

The University of Wisconsin-Madison consists of some 60,000 students, faculty and staff housed in over 300 buildings containing more than 25,000,000 square feet on 900 acres of land. In addition, numerous research facilities are located throughout the State. The Skilled Trades & Specialized Crafts Program Section of the Physical Plant Department has direct and indirect responsibility for maintenance of these facilities working in conjunction with the mission of the University of Wisconsin to provide the best environment for its students and staff.

Analyze proposals and mandates issued by the State Division of Facilities Development & Management (DFDM), UW-System Administration (UWSA), Facilities Planning & Management (FPM) the University community and in-house staff and management. Works with DFDM, UWSA, the University Administration, the various UW-Madison Schools and Colleges, and other FP&M units to promote the department's activities and secure financial and organizational support and assistance from those agencies. Responsibilities include analyzing program needs, collecting data and information, developing options and plans, issuing recommendations, establishing priorities and providing leadership of physical plant contract administration to achieve organizational goals and identify long-term planning strategies.

Knowledge in facilities management operations, financial management, construction contract management, procurement contract management, benchmarking and metrics, project management, and construction/maintenance best practices. The candidate must maintain a clear understanding of issues related to the operation of the Skilled Trades & Specialized Crafts Program Section; applicable State and University rules and regulations, limitations and authority levels; annual work plans; budget management; customer relations; and outreach and marketing aspects for the various programs. Serve as a liaison between the Skilled Trades & Specialized Crafts Program Section and its customers, staff, Madison campus administrators, UWSA, DFDM, contractors and vendors.

Provide certain analyses and administration related to operations and services; document management and facilities manual and electronic information libraries; DFDM's Small Project Program; Space

Remodeling and Policies Committee (SRPC); Facilities Condition Assessment program; enhancement of the computerized facilities management software system (CMMS).

Ensure reliable and efficient development, implementation, performance, compliance, safety protocol compliance, financial reporting and closeout of construction and procurement contracts under her/his delegated authority. Support the department's initiatives and the department's management by information philosophy of operation.
