Financial Analyst I - Physics & Astronomy

COTEXT OF JOB:

The Department of Physics and Astronomy (DPA) consists of approximately 33 faculty, 16 staff, 10 postdoctoral and research scientists, 80 full-time graduate students, and 100 undergraduate majors. Under the general direction of the Business Administrator II and the Chairperson, the Financial Analyst I administers the fiscal affairs of the Department of Physics and Astronomy including approximately $7.0 million in research expenditures including funds awarded by the National Science Foundation, National Aeronautics and Space Administration, U.S. Department of Energy, etc. This position assists with budget planning, financial projections, revenue and expenditures, cost analysis, contracts and grants and establishes procedures for expense payments.

The Financial Analyst is the primary contact for financial and grant related affairs for the department. This position also takes the lead role in coordinating policies and procedures for compliance with Department, University, and granting agencies and standard accounting practices and procedures. This position provides signature authority for the. Department as the purpose code administrator of funds, ensures proper fiscal processing on financial documents and co-supervises the financial office staff. In addition to working with faculty, staff and students of the department, the Financial Analyst interacts with the general University community, representatives of government, industry, and other institutions to accomplish department goals and objectives and ensures the proper management and use of department and external resources. The Financial Analyst is responsible for maintaining highly confidential information.

MAJOR RESPONSIBILITIES:
  • Manage and oversight responsibility for the financial activity for the department including internal and external sources of funding including annual operating budget, federal and other external grants, endowments, DPA service centers and other funds. Monitor all departmental expenditures including overseeing the reconciliation of expenses. Provide financial analysis and recommendations including implications and alternate usage of funds for review by the Business Administrator II and/or Chairperson. Provide and coordinate monthly financial analysis, specialty reporting, account auditing, and financial projections to the Chairperson. Recommend fiscal policies and procedures as needed. Participate in the departmental budget planning process. Prepare and submit grant proposal and close out reports. Assist faculty, research staff, and principal investigators (PIs) with grant application process, including preparation of detailed budgets, justifications, and support documentation. Process forms in granting agency electronic systems and the University PeopleSoft System. Work closely with the University Research Office with grant procedures. Maintain status records of submitted proposals.
  • Monitor all grants, ensure expenditures are within authorized budget allocation and comply with UD, federal and granting agency policies, procedures and regulations. Advise PI's on grant funding status, reporting requirements, no cost extension requests, allowable expenditures. Provide timely response to questions relating to contracts and grants. Ensure all match commitments are met. Prepare budget revisions. Ensure proper allocation of expenses. Coordinate all department grant closeout reporting requirements. Analyze expenditures for compliance. Ensure monthly overhead returns are calculated and distributed appropriately. Serve as the departmental point of contact for the UD Research Office. Provide signature authority for the Department. and ensures proper fiscal processing of financial and spending requests via various university electronic systems including PeopleSoft and Webforms (Journal Vouchers, Request for Payment to Individuals, etc.); develop systems to improve fiscal controls and processing. Responsible for account audits for federal and University purposes. Provide financial information for requested surveys and accreditation reports.
  • Work closely with the Director of the Bartol Research Institute (BRI) and BRI faculty members and maintain a separate budget for BRI which also includes compiling financial projections, expenditures, cost analysis, and tracking of expenses.
  • Update the Labor Allocation Module to ensure the proper allocation of salaries for all faculty and staff. Initiate summer salary supplemental contracts. Review and approve reimbursement of expenses in the Procurement system.
  • Supervise the maintenance of archive files.
  • Perform miscellaneous job-related duties as assigned.


QUALIFICATIONS:
  • Bachelor's degree in business administration, finance, accounting or related field and four years of financial experience, or equivalent combination of education and experience.
  • Experience with budget management, accounting, and cost control procedures. Ability to analyze budgetary expenditures for compliance with approved budget, policies and procedures.
  • Familiarity with all stages of grant processing from the request for proposal through closeout.
  • Experience with research funding and grant administration, University of Delaware financial policies and procedures, and Federal and non-Federal grant proposal preparation and management preferred.
  • Experience with gathering and analyzing financial and statistical data and prepare financial reports, statements and/or projections.
  • Experience in personnel supervision preferred.
  • Familiarity with PeopleSoft, UD grant policies and procedures, NSF Fast Lane, NSPIRES, and Cayuse online system preferred.
  • Experience setting priorities, producing timely results, and a high attention to detail and accuracy in reporting of financial data.
  • Ability to work under limited supervision, make independent decisions in keeping with the level of the position, collaborate with others to meet goals and balance multiple assignments.
  • Ability to develop and maintain record keeping systems and procedures and to make administrative/procedural decisions and analyze and solve complex problems.
  • Experience with word processing programs including spreadsheets.
  • Knowledge of computerized information systems used in financial and/or accounting applications.
