NIIMBL Program Manager

PAY GRADE: 30E

CONTEXT OF THE JOB:

Under the general direction of the Associate Operations Director, Program Managers will manage a portfolio of National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL) member relationships, as well as Technical Projects to be selected through a competitive Project Call process and funded via subaward agreements with NIIMBL members. NIIMBL is a member of the Manufacturing USA network of institutes funded by the federal government to advance United States competitiveness in advanced manufacturing innovation. NIIMBL is established by a cooperative agreement with the National Institute of Standards and Technology (NIST) as a public/private consortium of a diverse set of member organizations, including industry, academia, non-profit organizations, state governments, and federal agencies.

The Program Manager must exercise sound judgment to ensure that consortium members are meeting the expectations set forth in their membership agreement, and Intellectual Property (IP) generated from Technical Projects is managed appropriately and in accordance with federal regulations and the IP management plan. The Program Manager interacts with the NIIMBL Leadership Team and NIIMBL members on a frequent basis to interpret policy and provide data and analysis of Technical Project statuses. A primary function of this position is to exercise independent judgment and discretion about matters of significance concerning NIIMBL finances, such as assisting in the completion of special financial management projects, to include report generations, using a variety of data sources and techniques. The Program Manager has responsibility for balancing administrative functions and fiscal affairs of numerous members and projects to maintain productive relationships with NIIMBL members. In addition, the Program Manager serves as a resource to the NIIMBL Leadership Team for financial management of the NIST cooperative agreement, and as a primary point of contact for all members on financial and administrative matters.

MAJOR RESPONSIBILITIES:

Membership Management
  • Manage a portfolio of NIIMBL consortium members from industry, academia, and/or non-profit organizations. Verify membership fees are collected and in-kind commitments are met and documented.
  • Serve as a liaison between NIIMBL Members and the NIIMBL Leadership Team to ensure compliance with the membership agreement.
  • Coordinate the execution of membership agreements through NIIMBL General Counsel.
  • Interface with the NIIMBL Leadership Team and NIIMBL members frequently to resolve issues or interpret policy.
  • Manage the administrative requirements of IP generated from Technical Projects, including license agreements, milestone payments, etc.
  • Review contract milestones, to ensure timely decisions on complex patenting matters to meet legal deadlines; resolve complex procedural problems and communicate with outside parties regarding missed deadlines.


Technical Project Management
  • Contribute to the administration and management of the Project Call process.
  • Provide support to NIIMBL members during the Project Call process concerning NIIMBL requirements and NIST regulations. Types of support include participation in technical assistance webinars and the generation of FAQs.
  • Upon selection of Technical Projects, independently prepare, negotiate, and execute subaward agreements, the majority of which will be large and complex.
  • Analyze and negotiate budgets for Technical Projects, including direct funding and cost share commitments, to ensure they are prepared in accordance with NIIMBL and federal guidelines, and appropriate for the project being funded.
  • Coordinate with NIIMBL General Counsel in the negotiation of IP management plans, which will be generated for each Technical Project.
  • Formulate processes and procedures for negotiation of subaward agreements to meet the requirements of the cooperative agreement.
  • Manage research administrative functions for assigned portfolio of Technical Projects, including researching appropriate federal, state, and local requirements to facilitate compliance by all parties.
  • Independently review, approve, and formalize re-budgeting and no-cost extension requests for subaward agreements.
  • Provide expertise and act as a resource to members of the NIIMBL Leadership Team in the management of Technical Projects and to resolve procedural problems. This includes review of subaward reports to ensure deliverables and timelines are being met, and renegotiating deliverables as needed.
  • Provide follow up information, resolve problems, and address issues for all parties on a frequent and continuous basis during the life of subawards.


Financial Management
  • Monitor subaward budgets and cost share commitments for a broad portfolio of Technical Projects and a diverse set of subawardees.
  • Review and approve monthly invoices and cost share reports from Technical Project teams to ensure consistency, compliance, and allowability of expenditures based on federal and NIIMBL rules and regulations. This includes verification of Facilities and Administrative costs.
  • Collect and analyze subawardee expenditure and cost share data to prepare monthly reports for NIIMBL Leadership Team and Governing Committee, and Senior Project Manager, to be included in required NIST financial reporting.
  • Perform financial analysis of Technical Project expenditures for NIIMBL Leadership Team.
  • Oversee subaward close-out process and ensure that all required documentation is collected, verified, and approved from Technical Project teams.
  • Assist in complying with audit requests from outside auditing organizations.
  • Perform miscellaneous job-related duties as assigned.


QUALIFICATIONS:
  • Bachelor's degree in related field and at least four years of related experience, or equivalent combination of education and experience.
  • General knowledge and familiarity with 2 CFR 200 regulating federal allowable and allocable cost and administrative procedures strongly preferred.
  • Certified Research Administrators credential preferred.
  • Effective oral and written communication skills.
  • Financial and budget planning experience required.
  • Prior experience in grant or contract management.
  • Ability to analyze and interpret data, develop financial plans, and manage resources.
  • Ability to analyze budgetary expenditures for compliance with approved policies and procedures.
  • Ability to work independently and handle multiple tasks.
  • Strong organizational and attention-to-detail skills.
  • Analytical, evaluative, objective critical thinking skills, information research skills, and database management skills.
  • Skill in examining and re-engineering procedures and formulating policy, and in implementing new procedures.
  • Skill in the formulation, negotiation, and establishment of contractual arrangements.
  • Project management skills.
  • Ability to resolve complex problems/issues and to make administrative/procedural decisions and judgments.
