Program Manager

Choose Ohio First Program (COFSP) Grant # COF16-59

College of Engineering and Applied Science (CEAS),

College of Arts & Sciences (A&S), and

Essential Function :

Under general supervision of the project Principal Investigator, manage program elements, maintain program and event schedules, provide on-going communication regarding the COFSP program and other new STEM initiatives as they are developed and implemented, and develop and submit project reports to funding agencies for these programs.

Job Responsibilities :
  • Plan, design, evaluate, modify, and coordinate programs for COF16-59 Grant and other assigned STEM initiatives in CEAS, A&S and CAHS as authorized by supervisor.
  • Plan regular biweekly project progress meetings with constituents (PI, Co-PIs, Senior Personnel, and staff), and disseminate through timely minutes.
  • Organize programs and perform jobs for the COF16-59 Grant and other assigned STEM initiatives in a timely manner, prepare and disseminate professional documents/reports, and coordinate the archiving of student records.
  • For individual programs listed for COF16-59 in the attached document and other new ones established and/or planned, develop program objectives and monitor quantitative and qualitative data on progress toward objectives. Review objectives to identify problems and solutions, prioritize solutions, and develop action steps for program improvement. Inform progress and issues to the project managing team at the biweekly meetings, and seek recommendations for actions in a timely manner.
  • For individual programs listed for COF16-59 in the attached document and other new ones established and/or planned, track progress of each participant, via semester course grades, semester cumulative GPA, and e-Portfolio data analysis and compliance with project expectations. Inform project managing team of non-compliance in a timely manner at the biweekly meetings, and seek recommendations for each student. After consultation with project managing team send the appropriate letter to those students recommended for non-compliance action (each semester). Conduct different queries needed to compare performance between different project cohorts and peer groups outside the cohorts, as required for reporting. The Program Manager is expected to have the training to personally do all the queries using the university data system for this reporting.
  • Enter student and other constituent information in the Data Systems set-up by the funding agencies, and respond to any queries asked by them.
  • Develop, administer, and analyze assessment/evaluation questionnaires, surveys and rubrics. Must have knowledge of identification of "best practices" supporting students' college success and assessment instruments to measure impact of intrapersonal and interpersonal competencies cultivated that lead to student success, persistence and graduation on-time. Present these to the project managing team at the first biweekly meeting of the subsequent semester for discussion and approval.
  • Prepare PowerPoint presentations reporting project progress for programs listed in item 4 above and other new ones established and/or planned for Advisory Committee Meetings established for projects.
  • Develop annual progress reports for COF16-59 and other new ones established to be submitted to funding agencies, colleges and university following the guidelines established for each.
  • Maintain a high level of organization and attention to detail. This is of paramount importance and cannot be compromised.
  • Research and analyze relevant literature, other benchmark information in order to develop grant proposals, new program ideas, and propose program changes as directed by the supervisor.
  • Develop and implement a marketing strategy to recruit students and program participants. Make board, lodging and travel arrangements for summer program participants, e.g., Summer Bridge Scholars Program and research experiences for undergraduate students, if offered in the future.
  • Develop and implement a mentoring strategy, with the goal of enhancing retention of students, student success and on-time graduation.
  • Develop and implement special enrichment programs with the goal of providing special opportunities, such as, monthly socials, special seminars, research experiences for undergraduates, community engagement outreach programs, and participating in an e-Portfolio program.
  • Work with IT Coordinator assigned for the COFSP project to develop a dynamic dedicated Project Website and e-Portfolio to document, track participation and collect just-in-time programmatic activities related evaluation data.
  • Develop and implement strategies to disseminate project products and findings to the university at large and other constituents through Dedicated Website, Quarterly Newsletters, Forums, Open Houses, Conference Presentations, and other Publication venues.
  • Interact with staff, faculty, external agencies and other university departments for development of new collaborative proposals as the need and opportunities arise.
  • Work with the Business Manager in processing budget expenditures, ensuring that, for each project, the budget justification guidelines are followed. Track individual item expenditures. For all events, take participant attendance. For events in which food is served, also take participant signatures, which must be submitted to the Business Manager along with the expenditure receipts. This cannot be compromised.
  • Perform related duties based on project needs.


Minimum Qualifications: Bachelors' degree with three (3) years experience; -OR- Associate's degree with five (5) years experience; -OR- seven (7) years experience. Experience must be in program development or business administration. Experience may require at least one (1) year of supervision.
