Program Manager, Autism and Other Health Initiatives

PAY GRADE: 30E

CONTEXT OF THE JOB:

This is a grant funded position.

The Center for Disabilities Studies (CDS) promotes increased access, opportunity and accomplishment among people with disabilities-across ages and life domains-through its multifaceted research, training and service portfolio. CDS is one of 67 University Centers for Excellence in Developmental Disabilities (UCEDD) nationwide, and is the largest research and public service center in the College of Education and Human Development. The Center's current programmatic units focus on transition to adult life (post-secondary education, employment), health and wellness, PreK-12 education, and assistive technology. An additional unit focuses on autism-specific initiatives that are often coordinated and delivered in conjunction with other units/projects. Each unit implements a cohesive program of research, technical assistance, academic training, professional development, community training, advocacy, and information dissemination. CDS works in close collaboration with federal agencies and organizations, state agencies, other units at the University of Delaware, community organizations, service providers, individuals with disabilities, and their families. Each unit provides opportunities to both graduate and undergraduate students to develop their knowledge and skills and contribute to the Center's mission. The Center also manages the Disabilities Studies minor benefiting approximately 400 undergraduate students.

The Health and Wellness Unit focuses on improving health and well-being for individuals with all types of disabilities across the lifespan through systems change activities, policy work, technical assistance, research, education, and information dissemination. It houses federal grants and state contracts addressing health disparities and health promotion for people with disabilities, comprehensive and coordinated service systems for children and youth with special health care needs (CYSHCN) and autism spectrum disorders (ASD), emergency preparedness, and developmental monitoring and screening. The Autism-Focused Initiatives Unit provides training and technical assistance to professionals and families and facilitates systems-change across agencies and organizations in support of children and adults with ASD and their families. Activities across both units are undertaken in a collaborative manner with state and community stakeholders and work is being conducted on the national, regional, state and community levels.

The Program Manager has leadership responsibility for envisioning and executing systems-change projects in support of children at-risk for developmental disabilities as well as children and families impacted by ASD and other special healthcare needs. The Program Manager also assists in securing funding for new initiatives aligned with the CDS mission. The Program Manager provides oversight of staff and contractors working on the initiatives described. The Program Manager is responsible for conducting training as well as disseminating information generated by projects to a variety of audiences.

MAJOR RESPONSIBILITIES:
  • Plans and manages project activities and tasks independently, including the provision of technical assistance and expertise on autism spectrum disorders or other disability-related issues to stakeholders in the community.
  • Facilitates strategic plan development for project initiatives and address goals according to designated timelines and measures.
  • Fosters an atmosphere of trust among stakeholders that encourages the development of a statewide community of care network for CYSHCN and/or ASD and their families.
  • Monitors project budget status.
  • Provides periodic progress reports that summarize grant activities to funding agencies.
  • Works in conjunction with evaluators and researchers in designing methods and executing processes for measuring project-related activities.
  • Manages staff working on project initiatives.
  • Provides staff support to advisory boards, officers and committees and implements board recommendation.
  • Develops and maintains working relationships with stakeholders (federal, state and local agencies, advocacy groups, community providers, volunteers, families, caregivers, and individuals with disabilities and chronic healthcare conditions).
  • Presents at national, state and local conferences on project-related work or other topics related to CYSHCN and/or ASD and their families.
  • Develops subcontracts for grant-related tasks and provides programmatic oversight; monitors subcontract activities, outcomes and expenditures.
  • Oversees the development and maintenance of project website(s).
  • Conducts outreach to potential community collaborators and partners via numerous venues such as email, website, web apps, newsletters, conference presentations and exhibits.
  • Researches the availability of funding opportunities, and conceptualizes and contributes to grant proposals.
  • Performs other job-related duties as assigned.

QUALIFICATIONS:
  • Master's degree and three years of experience in a discipline closely aligned with the scope of the unit such as human development, public health, other health-related discipline, and/or public policy or equivalent combination of education and experience.
  • Effective written and verbal communication skills.
  • Excellent critical thinking and problem-solving skills.
  • Ability to develop, organize and manage impactful projects.
  • Excellent interpersonal, leadership, and collaboration skills.
  • Ability to develop reports and manuscripts based on project activities.
  • Skill in organizing resources and establishing priorities.
  • Knowledge of the field of disabilities and services for CYSHCN and /or ASD.
  • Demonstrated skills in collaboration and teamwork - collaborative efforts are paramount.
  • Experience with public speaking including presentations to both large and small groups.
  • Comfortable working within a fast-paced setting that requires a high level of multi-tasking and flexibility.
  • Extensive experience working with diverse teams/committees to successfully complete tasks.
  • Knowledge regarding accommodations related to accessibility and cultural competence.
  • Familiarity/experience with information and referral services.
  • Ability to work with diverse groups of individuals, including individuals with disabilities, family members, human service and health care professionals, legislators and administrators.
