Responsibilities:

The position is located in the Facilities Services Department and is responsible directly to the Director of Facilities Services for all technical and administration matters pertaining to maintenance and construction projects which will be accomplished by contract, contract labor, or department personnel. Develops project scopes, determines the appropriate method of accomplishment and prepares project request packages for approval. Researches and prepares project cost estimates, drawings, specifications. Monitors and tracks all projects assigned. Provides technical assistance required regarding these design and contracting efforts.

1. Space Programing

  • Determines scope of projects required which pertain to the College's facilities or are infrastructure upgrades; develops project requesting documents, cost estimates and submits to the Director for inclusion in the Capital Projects Budgeting Process.
  • Receives and processes all work requests determined for project accomplishment. Develops project scope through consultation with requesting activity and other staff members and recommends a method of accomplishment. Develops project programming cost estimates and develops project request forms and drawings.
  • Develops proposed Capital Projects requests in suggested project priority order, after consulting with applicable deans and directors.
  • Prepares special studies as needed.

    2. Estimating and Budgeting
  • Prepares estimate packages complete with detailing material lists and labor estimates by trade.
  • Develops, prepares specifications for and monitors all service contracts. Inspects services provided for quality and adherence to specifications and certifies invoices for payment.
  • Initiates requests for coding adjustments, time, extensions and scope changes when required. Maintains complete project documentation records on all projects and provides periodic status briefings to the Director and Vice President for Finance and Administration.
  • Provides an updated monthly status of all funded projects to the Director in coordination with the Manager of Administration and the Controller.

    3. Project Management
  • Performs and accomplishes all facets of project management and inspection for all flexibility construction contracts and other projects as assigned. Processes change orders and certify acceptance of these projects.
  • Prepares solicitation packages for selection of Architectural Engineering firms to design projects. Reviews design progress for adequacy in satisfying project scope and performs final review and acceptance of completed designs prior to bidding.
  • Monitors projects which will result in the addition, deletion or change in utilization of campus space and initiate action to have changes made in the Physical Space Inventory Report.
  • Assists the Building Trades Manager with the programming scheduling and control of all in-house work requirements. Accomplishes work programming, scheduling in the absence of the Building Trades Manager.
  • Represents the campus in all pre-design, pre-bid, preconstruction and progress review meetings regarding all funded contract projects.
  • Provides technical feedback & assistance to contracted design engineers, and architecture and engineering design firms personnel when required.
  • Monitors the progress of projects under construction and follow-up to ensure user satisfaction, quality control, and compliance with the budget.
  • Provides technical guidance to trades personnel regarding maintenance and repair techniques, methods, and materials as required.



  • Experience and Qualifications:

    Education: REQUIRED: engineering degree or equivalent relevant background and experience.

    Experience: (years required and applicable field of experience) Five years Facilities Management/Construction. Estimating/Project Management experience. Interpretation of specifications and blueprints, preparation of construction estimates is essential to this position.

    Skills/Abilities: (e.g. computer skills, written & verbal skills, trades, laws, procedures, technical) Excellent written and oral skills are required. Previous experience with project programming, budgeting. Working knowledge of building codes, and fire and safety codes requirements. Proven ability to maintain, manage and prepare reports and records essential. Prior experience in an automated work control environment desirable.

    Licenses & Certificates (e.g. CPA, RN, etc.): REQUIRED: PREFERRED: Project Management Certification?
