Assistant Director, Risk Management

PAY GRADE: 31E

CONTEXT OF JOB:

Under limited direction of the Director, the Assistant Director of Risk Management (ASDR) works to preserve University of Delaware (UD) assets through the minimization of the losses and exposures. The ADRM works with the DRM to direct activity and outcomes concerning all Property/Casualty and Student Health Insurance Programs at UD. The ADRM requires a high level of independent judgment with emphasis on a high level of financial and administrative acumen while assisting the DRM in all aspects of Risk Management at the University.

MAJOR RESPONSIBILITIES:

Risk Management Responsibilities:
  • Monitor and evaluate UD's, 1743's and First State Marine's, property, casualty, environmental, automobile, and special risk insurance programs in light of evolving exposures and costs.
  • Utilize historic data to develop University Risk Management and departmental allocation.
  • Engage with University's Brokers and Third Party Administrators (TPA's) and insurance carrier underwriters.
  • Coordinate implementation and compliance with internal and external Risk Management policies and procedures and assist with the administration of student and athletic health benefits programs.
  • Provide guidance to various UD departments concerning compliance and improvement of existing Risk Management policies by fielding questions and visiting departments for on-site consultations and/or inspections.
  • Coordinate contract review with respect to insurance and indemnity language and claims settlement Releases.
  • Respond to questions from employees, students, and the general public regarding UD Risk Management policies.
  • Review and update as necessary internal and external Risk Management policies and procedures; monitor compliance.
  • Coordinate and facilitate annual property insurance inspections with UD personnel, insurance brokers, insurance carrier loss control and underwriting personnel; advise the DRM of any identified Risk Management concerns and respond accordingly.
  • Respond to Certificate of Insurance (COI) requests from various internal/external department and agencies affiliated with UD; confirm appropriate insurance company A.M. Best ratings, limits of coverage and various other UD insurance requirements.
  • Attend conferences/meetings of the University Risk Funding Group, Pinnacle Consortium of Higher Education, and AMTRAK Risk Management Group; attend educational seminars and conferences offered by ISOS, FM Global, or other insurers and affiliates.
  • Work with Environmental Health and Safety concerning the investigation and resolution of potentially hazardous conditions.
  • Collaborate with the Director and Office of General Counsel (OGC) as necessary

Enterprise Risk Management:
  • Primary coordinator of research towards a focused effort to identity, assess, mitigate, and monitor enterprise wide risks that could affect the achievement of the University's strategic and financial enterprise risk management goals.
  • Collect and tabulate data to generate reports detailing enterprise risks, mitigation strategies, and progress.

Owner Controlled Insurance Program (OCIP):
  • Coordinate and assist facilities personnel concerning evaluation of new projects and determination of viability for inclusion in the OCIP program.

Student Health Insurance Responsibilities:
  • Administer the Student Health Insurance and the-Athletic Accident (NCAA) Medical Insurance Program; assist with related UD claims management.

International SOS:
  • Field questions/concerns and serve as main coordinator of the UD ISOS Program and associated ISOS modules.

Claims Responsibilities:
  • Serve as primary point of contact regarding investigations, claims review, and settlement process with University's OGC, TPA and State of Delaware; review policy and claim documents and work with the DRM and OGC to resolve claims.
  • Maintain claims database and prepare monthly management reports summarizing all claims and current status.

QUALIFICATIONS:
  • Bachelor's degree with five years' related experience, or equivalent combination of education and/or experience
  • Insurance or Risk Management experience.
  • Certification or credential in Risk Management preferred.
  • Experience with data and statistical analysis.
  • Knowledge of unit programs, policies, and procedures, and Microsoft Office programs.
  • Effective communication and interpersonal skills.
  • Ability to interact with stakeholders of all levels and diverse backgrounds.
  • Ability to use advanced techniques in spreadsheet, database, and presentation software.
  • Ability to handle confidential information appropriately and to use tact, discretion and good judgement.
