Job Summary:

California State University, Fullerton is searching for a Senior Budget Analyst for the department of Budget Planning & Administration. The Senior Budget Analyst should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.


Under the general supervision of the Budget Administration Operations Manager, the incumbent independently performs a variety of complex technical analysis as required to support the budgetary program of the University. Responsible for the Labor Cost Distribution and Benefit allocation for the campus. Assures all monthly Labor Cost Distribution and Benefit journals are posted and prepares an in-depth analysis for the university budget plan. Maintains all necessary system setup and participates in any system upgrades or processes to ensure the LCD system is capable to complete the required process. Responsible for performing a full range of professional budgeting and financial analysis including projection of costs, revenues, monitoring budget balances and operating cash flows. Participates in setup and maintenance of the budget financial systems and any testing required to ensure completion and accuracy. Other duties as required are assigned.



Essential Qualifications:
Thorough knowledge of the principles and practices of governmental budgeting and accounting; working knowledge of the principles and practices of public finance; knowledge of or ability to learn quickly the financial structure and financial procedures of the CSU; general knowledge of the purpose, functions, and fiscal organization of the various campuses; general knowledge of the laws relating to financial administration of the State government; general knowledge of the principles of organization and management; working knowledge of research techniques and of statistical principles and procedures. Ability to analyze and review the budgets and financial practices of the campuses; ability to speak and write effectively; ability to analyze situations accurately and to develop an effective course of action. Experience: Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program. Education: Equivalent to graduation from a four-year college or university in public or business administration. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge's and abilities shown above may be substituted for the required education on a year-for-year basis.
