Senior Program Manager (University Staff Professional 3), REVISED/REPOST


The University of Connecticut (UConn), Analytics and Information Management Solutions (AIMS) group ( http://aims.uconn.edu ) is seeking to hire a Senior Program Manager to interact and coordinate with business stakeholders and technology teams for the delivery and operations of innovative analytics and information management solutions. This position will coordinate efforts as the agile product owner and will provide general supervision and guidance for planning, leading, organizing, and motivating agile project teams to achieve a high level of performance and quality in delivering agile projects that provide exceptional business value to the delivery lifecycle. The Senior Program Manager will also serve as an advisor to the Director, along with other technology administrators on high level technology assessments and program planning.

UConn AIMS, working with the State of CT's Office of Health Strategy (OHS), is leading the design, development, and implementation of the Core Data Analytics Solution (CDAS), which will leverage leading-edge technologies to curate, process, and enhance large amounts of healthcare data to fuel the analytics to support state-wide healthcare initiatives.

DUTIES AND RESPONSIBILITES
  1. Lead diverse teams of resources across state agencies as well as external consultants and contractors.
  2. Communicate effectively to ensure shared understanding of project objectives and success criteria across entirety of project team, from developers and testers to designers, and establish/maintain relationships with stakeholders.
  3. Support, participate, and facilitate stakeholders' collaboration sessions and meetings to capture and develop use stories for solution development planning.
  4. Manage and guide development efforts from inception through completion, balancing customer satisfaction and project team engagement with the need to deliver to expectations.
  5. Lead, manage and mentor assigned staff members on work activities, provide regular performance feedback, develop career progression plans, and evaluate performance.
  6. Develop short and long-term organizational plans to build a team of subject matter experts who have experience with emerging and evolving trends and can identify best fit to address business information requirements and information management solutions through analytics.
  7. Lead a team to define business cases and usage models to design advanced analytics solutions to include the business drivers and requirements, technology enabling architecture, programmatic and third party data sources, data models, data transformations, and dashboard and information visualizations.
  8. Identify project risks, create mitigation plans, and escalate issues as necessary.
  9. Analyze programming and/or resource requirements for complex projects; devise project plans; monitor implementation schedules and resources assigned to projects; and report progress.
  10. Collaborate with solution architect and technology architect to ensure alignment on strategy and execution.
  11. Conduct periodic status updates, service level requirement reviews, continuous improvement, change control, and other activities as assigned.
  12. Define, develop, and maintain project documents, such as project plans, product backlog, staff plans, risks and issues tracking.
  13. Maintain responsibility for monitoring the requirements to understand the details, dependencies, and status of all Milestones, Epics, and Features.
  14. Develop Solution and systems requirements and manage traceability matrix.
  15. Develop requirements for, design programs, supervise testing, implement production, train users and other technicians, provide documentation and take other actions as needed.
  16. Lead exploratory data analysis to identify potential key insight variables for the design and development of advanced analytic models and indexes.
  17. Create eminence and publish papers in industry journals and conduct presentations representing the organization in industry standards groups or forums.


MINIMUM QUALIFICATIONS
  1. Bachelor's degree in Software Engineering, Computer Science, Information Systems, or a related Science, Technology, Engineering and Mathematics (STEM) discipline.
  2. Minimum 5+ years' experience as Project Manager and a minimum of 3 years' experience as Program Manager delivering/managing projects from conception to successful implementation IT projects.
  3. Experience implementing standardized agile techniques, such as user stories, continuous integration, continuous and automated testing, pairing, and agile games across multiple teams.
  4. Experience managing project timelines, resources, quality, and risk, such as milestone planning and reporting, risk/impact and issue tracking, status reporting, change requests, and other project activities.
  5. Experience organizing and guiding diverse resource groups in agile processes.
  6. Experience with Agile and traditional life cycle management tools such as MS Project, JIRA, Confluence, TFS, Crucible, Fish-eye, and SharePoint.
  7. Experience using Microsoft Office (Word, Excel, PowerPoint, OneNote, and Outlook), MS Project, MS Visio, and MS SharePoint.
  8. Flexibility to meet with stakeholders outside standard business hours as needed; some travel is required.
  9. Strong and effective communication and interpersonal skills.

PREFERRED QUALIFICATIONS
  1. Expert knowledge of healthcare industry and quality reporting programs and health information technology.
  2. Experience working in a fast-paced project oriented healthcare environment.
  3. Five (5) years of experience designing solutions for Health IT systems and managing information in such systems.
  4. Possess direct implementation of entity management systems like Enterprise Master Data Management and Data Governance processes.
  5. Experience with information architecture, IT security, data warehousing, customer relationship management and/or project management.
  6. Demonstrated ability to lead change through collaborative leadership that encourages teamwork and knowledge sharing.
  7. Experience mentoring and training junior level staff- knowledge transfer in order to groom staff.

APPOINTMENT TERMS

This is a full-time, grant-funded management-exempt position. Salary will be commensurate on successful candidate's background and experience. Work location is at the Hartford campus.
