Hourly Rate or Monthly Salary: $103,692 to $126,041 per year on Executive/Administrative/Managerial salary schedule.

Working Hours: One regular, full-time position, 12 months per year. While the expected work schedule will be Monday through Friday, 8:00 AM - 5:00 PM, this position is overtime exempt and will regularly require long hours and weekend work. Although the primary work location will be at the Oceanside Campus, the individual selected for this position will be subject to assignment to any district or authorized facility.

Basic Function and Other Details:
Under the direction of the Vice President, Business and Administrative Services, this position will be directly responsible for the overall administration, coordination and evaluation of the human resources operations function, including the performance management and hiring recommendations of all human resources employees.

OTHER DETAILS:
The screening and interview committee will review application materials three to four weeks following the first screening date. Applicants selected for interview will be contacted by phone; those not selected for interview will be notified by e-mail.

Management:

1. Plans, organizes and controls all activities of the department's operations including staff and vendors; participates in developing department operational goals, objectives and systems. (E)

2. Evaluates and reports decisions and results of department operation initiatives in relation to established goals; recommends new approaches, policies and procedures to effect continual improvements in efficiency of department operation and services performed. (E)

3. Establishes and maintains department operation records and reports; participates in administrative staff meetings and attends other meetings. (E)

4. Develops, approves, and monitors the operation's budget and expenditures. (E)

People -- Talent Acquisition, Employee Engagement and Retention, Learning and Development, and Total Rewards:

5. Directs recruitment efforts for all employees; administers advertisements; works with college supervisors and administrators to prepare for the screening and selection process; administers reference checking and job offers. (E)

7. Implements and updates the classification and compensation program: develops and revises job descriptions as necessary, conducts salary surveys, and analyzes compensation. (E)

12. Confers and coordinates the implementation of human resources programs for people, organization, and workplace issues. (E)

13. Participates in collective bargaining and meet and confer discussions; assists in maintaining, updating and providing interpretation of contract language and working conditions manuals; participates in mediating conflicts; investigates allegations of misconduct. (E)

14. Coordinates human resource systems and technology projects in meeting all professional standards for human resource systems and technology development and implementation. (E)

15. Develops and maintains diversity programs and plans; maintains records, files, reports and logs to conform to EEO and other regulations. (E)

Type of Benefits:

Minimum Qualifications:
To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

EITHER a bachelor's degree (preferably in human resources, business, public administration, or related field) or the equivalent* AND five (5) years of experience in human resources;

OR an associate's degree (preferably in business, public administration, or related field) or the equivalent* AND nine (9) years of experience in human resources.
