California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of over 12,500 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services.

Conditions of Employment:

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Due to the nature of this position, the successful candidate is required to complete a background check prior to assuming this position.

Position Information:

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Department: University Advancement

The Division of University Advancement is charged with developing relationships with external constituencies that will lead to greater human and financial resources for the University. The areas of University Advancement include Communications/Public Affairs, Government & Community Relations, Alumni Relations, Ceremonies & Events, Development and Advancement Services.

Major Job Duties:

Under the general direction of the Vice President, the Fiscal Officer/HR Liaison is responsible for all financial management and administrative functions for the Division of University Advancement. The primary responsibility is developing, monitoring, planning, and executing all fiscal and personnel-related matters of the division. Serves as a resource person on fiscal matters, assists in the formulation of fiscal policies and procedures, oversees resource and space allocations, and is the division liaison to the campus community on fiscal and personnel matters. Manages budgets, monitors expenditures, analyzes data, conducts audits, performs reconciliation, and maintains account control. Responsible for ensuring account balances, compliance with policies and procedures, explains government and CSU system regulations, and provides fiscal guidance, while maintaining appropriate records in PeopleSoft; compiles and verifies data for periodic financial and administrative reporting. Also oversees the Human Resources Process for the Division. Serves as the resource person to the Managers in the Division on all position utilization and staff appointment procedures. Oversees preparation and processing of all documents for staff appointments. Assists with special projects as assigned.

Qualifications:
Thorough knowledge of accounting principles and methods utilized for fiscal and personnel management, budgetary preparation and internal control. Understanding of office methods and procedures. Working knowledge of personnel practices and human resources management. Must have the ability to uphold confidentiality in the workplace including financial and Human Resource matters.

Ability to develop and monitor budgets, analyze and accurately work with large amounts of data, develop reports and ensure accuracy and timeliness of work product. Ability to manage fiscal controls and procedures. Ability to quickly obtain knowledge of development operations, procedures, policies and practices. Skill in Excel and ability to use the PeopleSoft HR and Financial databases. Ability to work in a diverse environment and multi-level organization. Strong interpersonal skills, as well as effective written and verbal communication skills.

Ability to analyze and find solutions to problems, work independently, communicate effectively, write clear and concise reports, and have knowledge of research techniques and statistical methods. The incumbent must have excellent diplomacy skills, and be comfortable with collaborative decision-making. Ability to establish and maintain effective working relationships.

Additional Preferred Knowledge, Skills, and Abilities:
Demonstrated ability to effectively adapt to the dynamics of organizational, procedural, and policy changes; ability to present recommendations or information to individuals and groups; skill in planning, organizing, coordinating, and performing work in situations where numerous demands are involved ability to work well with on campus as well as community constituents.

Certification: Valid Driver's License

Experience and Education:

Required Education: Bachelors or Master's Degree from a four-year college or university.

Preferred Education: Bachelor's Degree in Accounting, Finance, Business Administration, or Public Administration

Required Experience: Five to eight years of professional experience.

Preferred Experience: A minimum of 5 years' experience in financial and budgeting analysis and reporting. Financial and budgetary experience with the California State University system. Experience in higher education fiscal matters and budget preparation.

Salary Range: Salary is commensurate with experience.
