California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of over 12,500 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services.

Conditions of Employment:

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Due to the nature of this position, the successful candidate is required to complete a background check prior to assuming this position.

Position Information:

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Department: Cashiers Office/Accounting Services

Accounting Services operates within the area of the Administration and Finance Division. Accounting Services is responsible for maintaining all financial records in all state funds for the university including all disbursement, receipting, depositing, recording, reconciling, and reporting activities necessary to provide accurate financial data. There are six functional areas within the department: General Accounting, Accounts Payable, Accounts Receivable, Cashiering, Collections/Billing and Financial Aid Accounting. This position is responsible for the Cashiering, Financial Aid and Collections/Billing areas.

Major Job Duties:
Under the general direction of the Student Financial Services Manager, the Assistant Manager for Cashier Services is responsible for planning, directing and monitoring the work performed by the University Cashiers¿ unit of Student Financial Services. This work includes timely and accurate processing of cash receipts and deposits from both on-line and walk-up traffic transactions, distribution of payroll stubs/checks, posting of student payments, departmental deposits, and preparation of financial reports, analyses and audit work papers. The Assistant Manager monitors the processes and internal controls utilized for the handling of cash and cash equivalents from all sources in accordance with campus and CSU policy. The position manages the access and utilization of electronic cashiering software systems utilized on-line and at authorized cashiering locations. Monitors credit/debit card processing for PCI compliance. Coordinates with campus department's access to cashiering services and provides training/guidance as needed. Reviews University policies and procedures which affect, or are affected by, the cashiering functions and recommends changes in procedure in connection with new or revised policies. This position manages payroll parking deductions to ensure monthly deductions are submitted timely to the payroll department and deduction amounts are accurate.

Qualifications:
Thorough knowledge of principles of business management; working knowledge of cash management practices, personnel management techniques, GAAP; general knowledge of business law and public finance. Knowledge of management techniques, coaching strategies, and team building. Knowledge of customer service techniques and communicate strategies to improve working skills and relationships between customers and team members.

Ability to interpret and apply applicable rules, regulations, policies and procedures to the analysis of complex financial situations; analyze situations accurately and adopt effective courses of action; prepare clear, concise reports; lead and direct the work of others; communicate effectively orally and in writing; establish and maintain effective working relationships with others; work independently; make sound decisions and recommendations regarding accounting activities. Ability to work with on-line systems from various locations logging in from various devices. Ability to create queries of information from databases and display in charts, graphs, or tables.

Skills in: Use of personal computer and peripherals, various software packages including; Excel, Word, PeopleSoft, Access, Adobe, and Outlook. Use of devices to connect wired and wireless to communicate and share data. Supervision of staff to encourage team atmosphere and development of all team members. Accomplish prime mission while providing customer service. Strong accounting skills for reconciliation of accounts and funds. Training skills for presentation of new processes to staff and other users.

Additional Preferred Knowledge, Skills, and Abilities:
Knowledge of the cashiering in higher education.
Skills with TouchNet Marketplace stores and point-of-sale technology.
Certification: Valid driver's license

Experience and Education:
Required Education: A bachelor's degree from a four-year college or university in accounting, business or finance.

Preferred Education: A master's degree in accounting, business administration, or a CPA.

Required Experience: Equivalent to two to five years of progressively responsible supervisory or lead experience in fiscal and cash management including experience supervising a department or unit of a medium-size accounting or cashiering organization, or total operations in a small accounting or cashiering organization.

Preferred Experience: Experience in administration of cash collection and cashiering functions; supervisory accounting experience in higher education; working knowledge of an integrated administrative system for higher education.

Salary Range: Salary is commensurate with experience.
