Associate Director, Tax

Summary: The Associate Director, Tax works under general direction of the Director, Tax and provides tax planning, tax reporting, and related services for the University through appropriate procedures and reporting systems to ensure compliance with federal, state, and local tax laws which are applicable to the University.

Essential Functions:
  • Develops and directs tax planning, policies, and training for the University.
  • Establishes or revises procedures or operating policies of the tax function.
  • Participates in development and implementation of new or revised tax accounting systems.
  • Develops necessary procedures and reporting systems.
  • Adjusts to changing needs of University operations or need to provide specialized or individualized reports.
  • Reviews the University's accounting system for tax related issues and recommend policies and procedures to insure compliance with tax laws and regulations of the university and other outside agency regulations.
  • Identifies and quantifies potential areas of tax exposure through examination of financial records and an analysis of tax laws.
  • Identifies and evaluates nature of operations of various campus activities for compliance with relative to applicable tax laws.
  • Interprets proposed and new tax laws and regulations to determine their impact on the University, and advises senior management of results.
  • Facilitates or prepares completion of all tax forms and returns, with special emphasis on unrelated business income tax returns and other tax returns related to nonprofit entities. Balances complex federal, state, and local reports and tax returns. Ensures completion of forms on a timely basis. Tax forms include but are not limited to: 990s, 990-Ts including all appropriate investment tax form attachments (forms 5471, 926. 8858), numerous state tax returns, Excise Tax filings, FBAR filings, review of Form 8282 and 8283.
  • Provides training to various University departments regarding accounting for and compliance with tax related issues. Serves as a source of information to University departments. Provides advice on tax-related issues and serves as a resource for accounting and financial reporting issues.
  • Recommends contacting public accounting firms, law firms, or other outside organizations for interpretation and guidance, as appropriate.
  • Coordinates and assists with University contact during tax audits. Assists in tax settlement negotiations.
  • Provides specialized calculations and analysis support in tax accounting functions.
  • Prepares specialized, highly complex reports, statements, analysis and interpretation, utilizing advanced knowledge and proficiency in accounting practices, principles and interrelationships for both management and outside agencies.
  • Assists with all international tax related activity including but not limited to: NRA students, faculty, speakers, foreign vendor or subsidiary payments and ITIN applications. Requires a collaborative relationship with Global Program Services, units across campus, Human Resources and various Financial Services units.
  • Prepares special reports and memoranda regarding tax issues.
  • Coordinates with Human Resources and Financial Services to support the independent contractor evaluation process and compensation related reporting.
  • Assists with the tax exempt bond compliance software updates (DAC), monitors and reports on private business usages.
  • Maintains adequate and appropriate contemporaneous documentation on all tax-related transactions and decisions.
  • Mitigates University's primary risks, i.e., compliance, financial, operational, strategic and public relations risks as they relate to tax issues.
  • Prepares financial reports and filing for the IRS and State of North Carolina regarding various owed taxes or pending tax refunds.
  • Coordinates year-end preparation of various tax forms (W-2, 1099, 1042S, 1098-T) and transmits to IRS, Social Security Administration and State of NC.
  • Supports the tax related items for the annual financial statement audits.
  • Reconciles general ledger accounts regarding payroll taxes withheld.
  • Serves as point of contact for University regarding tax questions.

Required Education, Knowledge, Skills, Abilities:
  • Bachelor's degree in accounting, finance or equivalent, plus five to eight years of progressively responsible experience in the field of taxation specializing in tax exempt organizations.
  • Knowledgeable of federal and state taxation rules and regulations, including, but not limited to, unrelated business income taxation; private inurement and excess benefit transactions; payments to nonresident aliens; lobbying and political activity limitations; payroll and employment taxes; scholarships, fellowships and grants; taxability of fringe benefits; tax-exempt bonds; charitable contributions; and Hope and Lifetime Learning credits.
  • Knowledge and understanding of how the federal and state taxation rules and regulations may apply differently to the University and its affiliated organizations.
  • Excellent analytical, technical, and communication skills, both verbal and written.
  • Sedentary work. Talking, hearing, repetitive motions. Close visual acuity. Not substantially exposed to adverse environnemental conditions.

Preferred Education, Knowledge, Skills, Abilities:
  • CPA and/or MBA or Masters of Accounting.
