Salary Basis: 12 month

Responsibilities:
1. Develop all forms, documents, systems, and processes, and implement overall program start-up with local government entities and individuals.
2. Develop, implement, and manage the process to recruit and select individuals to participate; includes development and maintenance of media and marketing campaigns.
3. Manage the program's yearly budget of $200,000.00 - $300,000.00. Develop sustainability strategies.
4. Provide direct supervision to funded staff and contracted personnel.
5. Oversee the process to recruit participants, establish cohorts, map progress, and evaluate program success.
6. Coordinate and facilitate workshops, professional development, and events.
7. Prepare, review, and submit all required program reports.
8. Oversee purchasing, requisitions, staff travel, and other expenses the program may incur or require.

Qualifications:
Masters Degree; successful experience in grants management; demonstrated knowledge of and/or experience with local government (i.e. policies, structures, entities, issues, governance, responsibilities, area priorities).

Salary:
Commensurate with experience, qualifications, and universitys resources.

Minimum Qualifications:
Masters Degree;
Grants Management experience.
Local government knowledge and/or experience.
Valid drivers license and access to an insured motor vehicle for business use.
Willingness to organize, facilitate, and attend meetings, conferences or special events after normal work hours and weekends.

Preferred Qualifications:
Preferred qualifications:
Experience in implementing and administering externally-funded programs.
Experience in public promotions to persons from all socioeconomic conditions and communities.
Successful proposal writing and grant management record.
Experience with Ellucians Banner Finance.
A commitment to working with diverse populations in the Mississippi Delta
Also:
3 or more years budget management experience.
3 years experience with effectively supervising staff.
Good conflict resolution and problem-solving skills.
Excellent written and oral communications.
Excellent organizational leadership and supervisory skills.
Willingness to regularly travel in the program service area.
A working knowledge of Window-based computer applications, including WordPerfect, the internet, and e-mail.
