Financial Assistant 2 (UCP 5) Connecticut Small Business Development Center


The Connecticut Small Business Development Center (CTSBDC) in the School of Business is seeking a full-time Financial Assistant 2, UCP 5. The incumbent will report to the State Director of the CTSBDC and will be responsible for a wide range of business, accounting, budgeting and fiscal functions for the CTSBDC. This position will be located in East Hartford, CT, but may require travel to other CTSBDC offices or other locations throughout the state in support of center needs.

DUTIES AND RESPONSIBILITIES
  • Providing financial control on grant and operating accounts for all CTSBDC programs.
  • Maintaining and monitoring financial records and accounts for all programs and cost centers.
  • Preparing reports to meet state, federal, university and departmental requirements.
  • Processing financial transactions in accordance within University policies and procedures and within SBDC regulations, including travel and expense reimbursements, purchase requisitions, invoices for payment, etc.
  • Assisting in initiating travel requests with the Small Business Administration and University; preparing staff travel expense reports.
  • Assisting in developing and managing approved budget and authorizing expenditures within grant, funding agency and University guidelines.
  • Preparing billing for accounts receivable and having responsibility for accurate accounting and deposit of monies.
  • Preparing timely budget projections and analysis; analyzing fiscal impact of policies and/or new programs.
  • Providing information for personnel transactions.
  • Tracking and maintaining inventory of furniture and equipment.
  • Selecting, training and supervising student employees engaged in fiscal and accounting functions; submitting student worker hire transactions for all SBDC offices.
  • Answering phone calls from the CTSBDC main number; providing administrative support as necessary.
  • Representing the CTSBDC at events and functions at the state and national levels.
  • Conducting special projects as assigned.

MINIMUM QUALIFICATIONS
  • Five to ten years of progressively responsible experience in financial record keeping, supervision and reporting.
  • Work experience with financial management, accountability and/or financial analysis responsibilities.
  • Demonstrated knowledge of budget preparation, including projections, and fiscal control methods.
  • Demonstrated knowledge of accounting practices and procedures.
  • Proven ability to work independently and exercise sound judgment.
  • Demonstrated excellent written and oral communication skills.
  • Demonstrated attention to detail.
  • Excellent Microsoft Office skills, especially Excel and Word.
  • Demonstrated ability to fit into a team environment that includes members at various locations.
  • Demonstrated excellent interpersonal skills and ability to work effectively with others including external constituents.
  • Willingness and ability to work evenings and weekends and travel in-state and out-of-state on occasion.

PREFERRED QUALIFICATIONS
  • Bachelor's degree in business, accounting or related field.
  • Prior experience working with federal grants and grant reporting systems.
  • Prior experience working within the State of Connecticut's fiscal procedures.
  • Prior experience with systems analysis and data processing procedures.
  • Prior experience using the University of Connecticut's financial reporting system (Kuali) or another financial reporting system.
  • Proven ability in being resourceful in a similar/financial management position.

APPOINTMENT TERMS

This is a full-time, 12-month, annually renewable position with excellent benefits.
