California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of over 12,500 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services

Conditions of Employment:

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Due to the nature of this position, the successful candidate is required to complete a background check prior to assuming this position.

Position Information:

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Department: Student Financial/Accounting Services

The Accounting Services department operates within the area of the Administration and Finance division. Accounting Services is responsible for maintaining all financial records in all state funds for the University including all disbursements, receipting, depositing, recording, reconciling, and reporting activities necessary to provide accurate financial data. The functional areas in the department are: General Accounting, Accounts Payable, Accounts Receivable, and Student Financial Services.

Major Job Duties:
Under the general direction of the Director of Accounting Services, the Manager, Student Financial Services is responsible for planning, organizing and supervising the work of the Student Financial Services staff. This area is comprised of three units: Cashiers, Student Account Services and Collections, and Student Financial Accounting. This work includes timely and accurate processing of cash receipts, deposits, student refunds, and collection of student outstanding balances. The incumbent is responsible for the preparation of financial reports, analyses and audit work papers; interpretation of Federal, State, CSU, and University regulations and policy related to cashiering, collections, and student refund functions; and maintaining and updating all procedures related to these functions. The position also is expected to coordinate with other student service departments on campus in development and review of University policies and procedures which affect or are affected by the cashiering and student accounting functions, and to recommend changes in procedures in connection with new or revised policies. The incumbent will work with Information Technology group on system improvements and upgrades, system testing, conversions and implementations for the Student Financials applications and related third-party products and coordinate user testing and training. This position ensures that the Student Financial Services areas provides a high level of customer service to students and the campus community. Other duties.as assigned.

Qualifications:
Knowledge of:
Knowledge of the academic structure of a comprehensive university.
Thorough knowledge of office systems and ability to use a broader range of technology, systems and software packages, such as Microsoft Office (word, PowerPoint, excel, publisher, etc.), PeopleSoft, Blackboard, and other programs necessary to the operations of the office.
Knowledge of proper customer service-oriented techniques;
Knowledge of English grammar, spelling and punctuation; clearly organized thought using proper sentence construction, punctuation, and grammar; perform difficult typing duties; format correspondence, reports, and written directives; compose correspondence from fragmentary instructions;
Knowledge of budget policies and procedures;
Knowledge of CSUDH policies and procedures.

Abilities to:

Working knowledge of the practices and activities of the Student Financial Services Office; thorough knowledge of Generally Accepted Accounting Principles (GAAP), federal financial aid regulations for the disbursement of funds, collection techniques, cash management practices, personnel management techniques, business management and accounting principles and procedures; and general knowledge of business law and public finance.

Ability to interpret and apply applicable rules, regulations, policies and procedures to the analysis of complex financial situations; analyze situations accurately and adopt effective courses of action; ability to present information and respond to questions; prepare clear, concise reports; lead and direct the work of others; ability to use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; ability to collect, compile, analyze and evaluate data and make verbal and written presentations based on these data, ability to establish and maintain cooperative working relations with others; and ability to make sound decisions and recommendations regarding activities of the Student Financial Services Office. Ability to effectively supervise and evaluate the work of staff; assign duties and responsibilities; oversee the work assignments to ensure work is done accurately and timely; and able to provide personnel development and priority management.

Communicate both verbally and in writing with staff, students, and outside organizations. Problem solving to thoroughly resolve student concerns within a reasonable amount of time. Time management and organizational skills.

Certification: Valid Drivers License
Experience and Education:

Required Education: A bachelor's degree from a four-year college or university in accounting, business or finance.

Preferred Education: A master's degree in business administration or a CPA.

Required Experience: Equivalent to five years of progressively responsible supervisory experience in administration of student financial accounting, collection and cashiering functions; working knowledge of an integrated student/financial system for higher education.

Preferred Experience: CSU experience in administration of student financial accounting, collection and cashiering functions; supervisory accounting experience in higher education; experience with automated financial and student information systems involving relational databases; PeopleSoft applications preferred.

Salary Range: Salary is commensurate with experience
