Job Summary:

The digital forensics detective has the skills, knowledge and abilities of a general police detective and addition skills, knowledge and abilities to use investigative and analytical techniques to detect and track all kinds of criminal activity that takes place on digital devices, computers, other technological devices and the internet and social media. This technical and specialized position works under the general supervision of a police lieutenant. This position must have the highest professional, ethical and moral standards in performing this work given the often sensitive nature of the information accessed or collected as evidence.

This detective must be able to collect and preserve both physical and digital/electronic evidence or direct other in the collection and preservation of the physical evidence. They are expected to have a high degree of investigative knowledge; to prepare complete, detailed written reports of all investigations in a timely manner; to present reports to the offices of the District Attorney, State Attorney General, or United States Attorney for review for the issuance of search warrants, subpoenas or criminal charges; to arrest persons named in warrants or when probable exists for the arrest; and to testify in court. This position also performs a combination of analysis and support duties of great complexity and requires the mastery of techniques and tools in their assigned area and are required to ensure the security of systems and confidential data in compliance with app

This detective is required to maintain all police officer proficiencies including using police tactics, knowledge of laws and policies, police equipment, firearms handling and use, and capable of using deadly force when appropriate based on the laws of the State of Wisconsin and Department policy.

The Digital Forensics Detective is trained with a wide range of cutting-edge techniques. These cybercrime specialists thoroughly examine any system that has been used for, or has been the target of, criminal activity. They can retrieve supposedly deleted data, recover encrypted and damaged digital information, and unearth "hidden" files. Their goal is to produce potential legal evidence that is admissible in a court of law. Examples of this include crimes against both individuals and companies, such as identify theft, "phishing" (tricking users into revealing their personal information and financial details for the purposes of fraud), virus-generation, financial embezzlement, child pornography and theft of intellectual property.

The Digital Forensics Detective has access to video and access control systems on campus and may be assigned to assist personnel who work in these systems. As a result this position must have thorough knowledge of computer, camera and access control systems. This position is expected to be able to assist with developing, configuring, documenting, testing and maintaining application software and equipment including, but not limited to, Schneider-Electrics Andover System, Milestone Xprotect Corporate Editions, Tivoli Endpoint Management and UW-Madison?s Authorized Agent Network Tools. This position must also have knowledge of open records laws and video redaction software.

Application Criteria:

Three or more years of experience as a sworn police officer or detective/investigator.

Current Wisconsin Law Enforcement Certification or have been Wisconsin Law Enforcement certified within the past two years.

Meet all UW Risk Management criteria to operate university vehicles (no more than two moving violations, operating after revocation or suspension, or operating without a valid driver's license within the two years and/or have more than six demerit points assessed on his or her driver's license and have a valid Wisconsin Driver's License upon appointment).

Must not have any unpardoned felony convictions, any domestic violence convictions, any other criminal convictions within the past five years, convictions for operating a motor vehicle while intoxicated in the past five years.

Persons in this position must pass the initial application screening, all steps of the hiring process, an extensive background investigation (including past employment, reference checks, social media check (does not require you to disclose any passwords) and credit history) drug screen, physical and psychological examination prior to beginning employment. Persons in this position must obtain or possess a valid Wisconsin Driver's License. Persons in this position must be able to maintain Wisconsin Law Enforcement Certification. Persons in this position are expected to dress in appropriate business or business casual attire or, when assigned, duty uniform.

Physical Effort
Persons in this position need to maintain a level of physical ability to exert significant physical effort at any time. This may include the need to be able to lift or drag a person, run for short distances and overcome significant physical resistance from another person. Persons in the position must have good vision and hearing to carry out basic law enforcement duties. In times of Department need, including disasters, emergencies and events, persons in this position may be required to work long hours (12-24 or more hours at a stretch) under stressful conditions with a limited number of off-duty breaks of short durations.

Work Environment
Many times difficult decisions, impacting upon the possible loss of life, damage to property, and tort and legal liability must be made. In those times, those work objectives must be completed with a minimum of delay, sometimes within very short time frames. This position could potentially work in very dangerous situations or buildings, inclement weather, potential chemical hazards, etc.


Schedule Comment:

This position is considered an essential position for the University Campus. The final schedule worked will be discussed and agreed upon with UWPD management. Generally the position is a Monday-Friday schedule during general business hours; however work hours will need to meet the needs of the UWPD. Routinely persons in this position will be required to work beyond or outside hours agreed upon may be required during emergencies, special events or as assigned.
