Job Summary:
The Planning, Design and Construction (PDC) manager oversees three project managers, a CAD/BIM drafter, and a number of casuals/interns that provide services to the entire district. At any given time there may be between 40 and 60 active projects underway. The projects cover the full extent of the district, encompassing the built environment of over 2.5 million sq ft and over 50 buildings. As the College Architect the PDC manager will be involved with the full range of projects undertaken by the institution whether funded by bond proceeds, FMS capital repair funds or departmentally allocated funding. The PDC manager will work closely with the Facilities Operations Manager to develop and maintain the colleges 6-year rolling capital improvement & replacement plan.

Responsibilities/Duties:
- Monitors and reviews architectural design services provided throughout the College to ensure the needs of the institution are met, which includes: coordinating planning and design processes; facilitating programming and responses to functional needs; developing design criteria and College standards; overseeing contracts for professional services and contracts for construction; ensuring appropriate building systems technology; ensuring compliance with life safety, accessibility, and jurisdictional interfaces; controlling project costs and schedules; and/or, performing other related activities.
- Ensures the integrity of the College's architectural heritage and compliance with applicable College goals and directives.Manages project execution and implementation.
- Manages professional consultant teams, contractors/vendors and construction processes associated with defined projects.
- Monitors and ensures the continuity between the planning, design, construction processes and documentation for Facilities Management Services operations to achieve efficient and effective integration of changes and additions of new facilities, systems, and technology. Collaborates with applicable internal departments on project execution methods and procedures.
- Develops and maintains construction record documents and other related project information associated with College facilities.
- Participates in developing capital project and modernization priorities and spending plan for bond measures.
- Participates in the selection of vendors and contractors. Develops or participates in defining the scope of work, terms of contract agreements and ensures work is completed satisfactorily. Monitors the performance of contracts to ensure compliance with applicable specifications.
- Monitors project budgets to identify potential financial overruns and variances; makes appropriate recommendations to alleviate financial implications.
- Develops and manages the College's space planning and inventory. This includes the space management process.
- Manages and has a comprehensive knowledge and understanding of code (e.g. building, ADA) requirements.
- Provides leadership and participates on/chairs committees in a collaborative and participatory approach.
- Positions in this classification may perform all or some of the responsibilities above and performs other related duties as assigned.

Minimum Qualifications:

Bachelor's Degree in Architecture, Planning, Construction Management, Facilities Management or similar program.

A registered Architect license in the state of Oregon (or a registered architect license out of state and able to obtain within 12 months of hire)

Eight years progressively responsible project/facilities management experience.

Oregon Class 'C' Driver's License

Special/Preferred Qualifications:
Special/Preferred Qualifications:
1. Recent successful experience working at a management level in a relevant setting. Experience working with clients and users with varying levels of experience and expectations and with whom your diplomacy and guidance may be required.
2. Demonstrated success with various project delivery methods and partnerships with both A&E firms and contractors such as Design-Bid-Build, CM/GC and Design-Build.
3. Successfully establishing and managing a space planning program that took into account future changes and growth for an institution of similar size and complexity.
4. Experience managing a professional design and construction team; creating teamwork; providing effective and efficient service to the clients and users; and successful budget planning and management.
5. Demonstrated knowledge of applicable local, state, federal laws, regulations, guidelines, and standards in planning, design, and construction for a similar sized organization.
6. Experience in successfully creating and implementing clear written policies, procedures, and processes for planning, design, and construction (PDC) for a similar organization.
7. Knowledge of current "green/sustainable" design and practices and the ability to incorporate them into projects.
8. Understanding of basic Energy Management principles, Environmental Health and Safety principles, and Emergency Management principles.
9. Experience using integrated work management system (such as AiM, Tririga or FAMIS)
