Assistant Director, Procurement Services

Summary: The Assistant Director, Procurement Services assists and ensures that the University is getting maximum value on each procurement dollar and promoting the University's values related to procurement. Responsible for implementing best-in-class contracts and agreements to leverage annual procurement volume and provide optimal value to the University. Manages and motivates Procurement Specialists to ensure excellent customer service for University customers. This position also ensures departmental procurement needs are fulfilled within a timely manner and in compliance with University policies and best practices in the procurement industry.

Essential Functions:
  • Collaborates with other Procurement Services team members to develop overall strategic sourcing strategies that meet the needs of the University, leverages spend, and produces best-in-class supplier contracts.
  • Applies facilitation and leadership skills to obtain end-user participation in and support for global purchasing projects, including coordination of cross-functional sourcing teams that are responsible for project strategy, supplier selection, and contract negotiation for commodities that may yield significant savings to the University.
  • Develops and processes Requests for Proposal/Quotation/Information for all University-wide commodities. Analyzes appropriate solicitation and contract type. Develops specifications, terms, conditions, provisions, and source lists. Develops and applies evaluation factors and standards. Manages pre-solicitation conferences, pre bid/proposal conferences, and site visits. Coordinates amendments and certifies correctness of solicitations and award documentation.
  • Conducts negotiations with suppliers, both pre- and post-award, regarding all aspects of contracts.
  • Manages and tracks workload of the Procurement Specialists, including ongoing performance management, education and development, and goal setting.
  • Assesses, identifies, and develops Procurement Specialists skills (based on business need); facilitates and provides feedback to team members on customer service, procurement, and communication skills.
  • Works collaboratively with other entities to strategically gain procurement volume (i.e. Wake Forest University Baptist Medical Center and other higher educational entities).
  • Develops and executes strategies to market and promote sourced contracts to the University community; addresses concerns about changes with business processes.
  • Evaluates Group Purchasing Organizations (GPO's) and other buying cooperatives for best value opportunities. Recommends appropriate organizations and execute agreements for participation.
  • Coordinates and publishes metrics to track progress on strategic sourcing initiatives.
  • Assists in the development of internal policies and tools necessary to implement strategic sourcing initiatives in a new e-Procurement environment.
  • Conducts regular supplier business reviews including performance reviews, technology roadmaps, business growth strategies, and supply market changes.

Required Education, Knowledge, Skills, Abilities:
  • Bachelor's degree with five years related experience, or an equivalent combination of education and experience.
  • Advanced knowledge of procurement functions and principles.
  • Demonstrated skill in negotiations.
  • Skills in specification writing.
  • Ability to work on and prioritize multiple tasks and to meet deadlines.
  • Demonstrate excellent customer service.
  • Ability to analyze and interpret policy and procedures.
  • Ability to research, analyze data, suggest solutions, and resolve procurement problems and questions.
  • Ability to demonstrate effective communication skills, both verbal and written.
  • Ability to organize workflow and coordinate activities.
  • Computer literacy with proficiency in Microsoft Office (i.e. Word, Excel, and PowerPoint), email, and the
  • Ability to learn new software applications.
  • Ability to work with minimal supervision.
  • Working knowledge of skills for teaching and presentations.
  • Knowledge of basic accounting principles.

Preferred Education, Knowledge, Skills, Abilities:
  • Related advanced degree (MBA).
  • Professional certification from Institute for Supply Management, American Purchasing Society, or other nationally recognized program (i.e. CPM, CPSM, CPPO, CPPB).
  • Contract management experience.
  • Advanced Excel proficiency.
  • ERP and eProcurement software proficiency.
  • Procurement card software experience.
