Position Description:

Under the general direction of the Facilities Financial Manager, this position is responsible for the independent financial oversight, policy research, analysis, development, evaluation, and/or operational and fiscal analysis of project-related budgets and expenses. In addition, the incumbent will maintain department financials and related systems, and support other financial and information systems personnel.

Financial Oversight of Project Related Budgets and Expenses:
Validate billing information and funding sources with campus-wide impact.
Independently determine the need for reimbursement/funding guarantees.
Develop fiscal year budget requirements and report necessary adjustments to the Facilities Financial Manager.
Train Facilities personnel in procurement methods, budget tracking, funding allocations, and accounting procedures.
Collaborate with Budget and Finance office to develop project-related trust funds.
Create projects and post approved estimates and schedules in the Integrated Work Management System (IWMS), allowing assignments to be distributed to trades shops and contractors.
Oversee contract encumbrances, expenses, and budgets; and review, approve, and post to IWMS.
Develop and manage statement of finance reports for campus maintenance and repairs, special repairs, special projects, and Facilities Planning minor capital project budgets.
Create and define project related chartfield string segments as required for project billing and cost accounting.
Facilitate regular meetings with management to review project status, budget, scheduling, and encumbrance and expense details.
Provide detailed information to campus customers regarding encumbrances and expenditures.
Reconcile IWMS project expenses with campus financial records. Investigate discrepancies, determine remedies, and implement corrections.
Maintain Department Financials:
Manage multiple operations budgets and distribute monthly reports to management.
Produce and analyze facilities metrics, benchmarking, and other special reports.
Provide documentation for requests for information from Facilities Management, the Chancellor's Office, and other various groups with diverse demands.
Approve, classify, and reconcile department expenses.
Maintain Facilities cash receipt program.
Manage the invoice rejection process.
Administer campus trailer program.
Support Financial and Information Systems Personnel:
Analyze and report on labor cost distribution, staffing budgets, and position tracking.
Reconcile major capital project budgets.
Verify accuracy of recharge reimbursements.
Train Facilities staff regarding financial procedures, purchasing methods, and use of associated software.
Audit Facilities Management database and rectify inconsistencies.
Analyze monthly billing transactions and submit charges.
Contribute to software testing and process mapping.
Process, track, scan, and file invoices.
Enter data for Monthly Energy Report.

Minimum Qualifications (Staff Only):
Equivalent to graduation from a four-year college or university. Three years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Must be willing to travel and attend training programs off-site for occasional professional development.
Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
