Counselor, Financial Aid


Definition
Reporting to the Dean of Enrollment Services, the counselor provides educational, career, and personal counseling to current and prospective OCC financial aid students. The counselor provides guidance to financial aid students related to career planning, Satisfactory Academic Progress (SAP), appeal process, degree, transfer and certificate planning and other personal growth courses as needed. Hours and days may vary including during intercession and summer session; duty days may vary depending on the needs of the program, and some evening hours might be required.

Performance Responsibilities:
  1. Provide educational, career, and personal counseling to continuing and prospective financial aid students.
  2. Assist students in making decisions relative to career choice and educational planning, including appropriate testing, maintaining Satisfactory Academic Progress (SAP), career counseling, and transfer to a university.
  3. Provide general orientation, program advisement and follow-up counseling for prospective, new and continuing financial aid students. Provide guidance and educational planning to students on academic probation or disqualification to increase retention. Assist with financial aid appeal process as related to academic planning.
  4. Develop effective working relationships with faculty members in instructional areas and perform liaison activities as required.
  5. Assist in the preparation of counseling-related publications and in the presentation of financial aid workshops for students, faculty and other staff regarding financial aid Title IV SAP regulations and appeals.
  6. Provide group orientation and counseling as required.
  7. Assist students seeking referral to appropriate community agencies or services in response to educational, career, or personal concerns.
  8. Participate in professional growth activities.
  9. Provide instruction in student success, financial literacy, career planning and/or other personal growth courses.
  10. Assist in the development and implementation of special programs focusing on access and retention.
  11. Assume other counseling and guidance responsibilities as assigned.
  12. Assignment may include day and evening hours.
  13. Provide counseling and guidance (using appropriate technology) to prospective and continuing financial aid.
  14. Review potential incoming coursework and provide guidance regarding educational path and remaining coursework to complete a program based on the completed coursework.
  15. Participate in outreach and recruitment activities as assigned.

Qualifications
Minimum Qualifications:
1. Must meet one of the following qualifications under (a) through (d):
a. Possess the California Community College Teaching Credential for this subject area.
b. Possess a Master's degree from an accredited institution in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or career development.
c. Note: A license as a Marriage and Family Therapist (MFT) is an alternative qualification for this discipline, pursuant to Title 5 Section 53410.1.
d. Or, possess a combination of education and experience that is at least the equivalent to the above. Candidates making an application on the basis of equivalency must submit an Application for Equivalency in addition to all other required materials.
2. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

Desirable Qualifications:
  1. Knowledge of community college curricula and a general knowledge of the California secondary and higher education system.
  2. Knowledge of matriculation requirements with competencies in general academic advisement, educational planning, career, and personal counseling.
  3. Counseling experience working with students and adults within the California community college setting and experience with culturally diverse student populations.
  4. Ability to work effectively with computers and other forms of advanced technology utilized in providing high quality Counseling and instruction and the understanding and successful use of learning technology.
  5. Ability to communicate professionally and clearly with students and staff, both orally and in writing.
  6. Strong commitment to professional growth and development, and to the continued innovation and improvement of successful counseling and teaching.
  7. Demonstrated ability to establish and maintain positive and effective working relationships with on- campus groups (including students, faculty, administrators and staff), as well as, off campus community and education partners.
  8. Experience and active participation in the campus and broader community including serving on departmental and college committees and taking leadership role in campus, community and professional organizations as appropriate.
  9. Ability to plan, coordinate and implement Counseling projects and special events.
  10. Bilingual ability.
  11. Experience advising financial aid students.

Conditions of Employment
For a full-time, two-semester position, a maximum starting range of $54,993 to $93,760 is offered, based on the 2016-2017 salary schedule of $54,993 to $131,114. In addition, an annual stipend of $2,878 is offered for possession of an earned doctorate from an accredited institution. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.

SELECTION PROCEDURE
