Early Learning Center Assistant Director - Schedule and Substitute Supervisor

PAY GRADE: 29E

DEADLINE: Open until filled

CONTEXT OF THE JOB:

The University of Delaware (UD) Early Learning Centers (ELC) in Newark and Wilmington provides high quality full-day, year round early care and education programs for 300 children ages six weeks to third grade and their families and supports hundreds of UD graduate and undergraduate students annually in clinical placements and research activities.

Under general direction of the Director, the Assistant Director of Scheduling and Substitute Supervision is responsible for developing and implementing a daily classroom coverage schedule as well as managing the recruitment, retention and supervision of approximately 40 variable hour employees who provide classroom coverage during absences, vacations, planning and lunch breaks for 50 full-time staff employed in 25 classrooms in Newark and Wilmington.

MAJOR RESPONSIBILITIES:
  • Create and disseminate a weekly schedule for coverage using the When to Work scheduling system (or other appropriate data base).
  • Manage the schedule for coverage on a daily basis to ensure that all classrooms are in compliance with staff/child ratios required by national accreditation criteria and state licensing regulations.
  • Develop and implement an ongoing recruitment plan to advertise, interview and hire a pool of variable hour employees sufficient to provide substitute coverage for 25 classrooms.
  • Ensure that all new hires have completed a State of Delaware Criminal Background Check and TB test in compliance with the Delaware State Law as well as an UD HR background check before hiring.
  • In collaboration with Associate Directors, Schedule and conduct all new employee orientations.
  • Develop and implement a process to ensure active two way communication with the Associate Directors concerning web form approval and classroom coverage.
  • Create employee files in compliance with the Delaware Office of Child Care Licensing Regulations and maintain these files with the assistance of the front office staff.
  • Obtain service letters for new employees and complete service letters for former employees.
  • Directly supervise all substitutes and provide coaching as needed to ensure the classroom practice of substitutes complies with all national accreditation criteria and state licensing regulations.
  • Survey ELC classroom staff bi-annually concerning their recommendations pertaining to substitute support and complete an annual performance appraisal for all substitutes.
  • Plan and implement professional development opportunities to ensure that all substitutes obtain annual training focused on quality early care and education.
  • In collaboration with other administrators, help plan and execute center-wide family and staff events (Thanksgiving, Feast Camp Carnival and Staff Appreciation Celebration).
  • Conduct tours for potential ELC clients, community contacts and university personnel.
  • Represent the ELC at university classes or meetings, state agencies and the community at large.
  • Support all areas of the ELC program and share day to day operational responsibilities center-wide including opening and closing, responding to parent inquiries, providing support for children with challenging behaviors. Support UD students participating in clinical placements and research.
  • Perform other job-related duties as assigned.

QUALIFICATIONS:
  • Bachelor's degree (Master's preferred) in early childhood education or related discipline and three years of job-related experience.
  • Experience in supervision, program management, enforcing policies and marketing.
  • Ability to provide a supportive and caring environment for children and knowledge of developmentally appropriate practices.
  • Effective communication and interpersonal skills.
  • Ability to work collaboratively with individuals from diverse ethnic and socioeconomic backgrounds.
  • Ability to foster a cooperative work environment.
  • Ability to use independent judgment.
  • Ability to manage resources and to analyze budgetary expenditures for compliance with an approved budget.
  • Intermediate computer skills (word processing, database and spreadsheet preparation skills).
  • Ability to work with a wide range of children, families, and staff from a diverse community.

SPECIAL REQUIREMENTS:
  • Requires successful completion of criminal background check, child protection and adult abuse registry checks, health examination and TB test.
  • While performing the duties of this job, the employee may need to lift and/or move up to 40 pounds with or without assistance.
  • Familiarity and compliance with applicable local, state, and federal regulations including Delacare; CACFP; Experience with achieving and maintaining NAEYC accreditation; research and/or multi-site management preferred.
  • Current CPR, First Aid Training and OCCL Certification to give Medication required.
