University Accountant 3, (Tax Accountant), UCP 9


The University of Connecticut Tax and Compliance Office, which resides within the Office of the Controller, is seeking applications for a University Accountant 3, (Tax Accountant), UCP 9 for assistance with international tax compliance, reporting, and general tax research. Under the general direction of the Tax and Compliance Director, the incumbent will serve the University community, with specific attention to the University's international students, employees and guests, by working to implement compliance with federal tax laws, principally in the area of nonresident alien (NRA) withholding. The incumbent will apply advanced accounting skills and knowledge of complex tax laws to educate and inform the University community, supervise accounting functions and/or staff, and create internal controls.

DUTIES AND RESPONSIBILITIES

Analyzing, planning, and designing systems and controls in accordance with tax laws and regulations and with sound accounting practices, ensuring that systems are coordinated with the appropriate University personnel and other state agencies; performing extensive research; interpreting and reporting on tax issues related to the University, documenting the findings in memoranda or position papers and communicating the results of research to senior management and professional staff; recommending and drafting policies and procedures to enhance the internal controls of the department, other departments on campus, and regional campuses; extensive contact with foreign national students, employees, vendors and guests to collect documentation and complete necessary forms establishing work eligibility and/or eligibility for tax treaty benefits; monitoring accounts to identify problems and resolving issues: answering questions from students, staff and management, and providing analyses and documentation to management and tax authorities. The incumbent will also provide outreach to departments to communicate policies, train appropriate staff and ensure compliance; serve as a resource in interpreting tax policies, regulations and statutes; may oversee and supervise other accountants and professional staff as designated; and performs related duties as required.

MINIMUM QUALIFICATIONS

Advanced degree in Accounting, or CPA or J.D. and 5 or more years of relevant experience, or Bachelor's degree in Accounting and 7 or more years of progressively responsible related experience; comprehensive and advanced knowledge of tax accounting practices and principles; ability to research tax laws, regulations and treasury guidance and communicate the results of research to laypersons; ability to produce, analyze and communicate comprehensive financial/tax reports and returns effectively to all levels of management, government and financial officials; strong oral and written communication skills, as demonstrated by a writing sample.

PREFERRED QUALIFICATIONS

Professional experience related to U.S. federal taxation of foreign nationals, NRA tax withholding, IRS Forms 1042 and 1042-S, and/or international tax treaties; Masters of Taxation, J.D. or CPA; familiarity with tax issues particular to higher education, including but not limited to unrelated business income tax, Form 1098-T, taxation of scholarships, education related credits, and issues relating to donations and gifts; experience with financial systems and software such as Kuali Financial Systems, PeopleSoft, and International Tax Navigator.

APPOINTMENT TERMS

This a full-time, permanent position. Salary will be commensurate with successful candidate's background and experience.
