Position Description:
Cal Poly is seeking a talented, bright, and driven individual for its Procure-to-Pay team. This is an opportunity to work on the Technology Procure-to-Pay team focusing on delivering the best value to the organization.

The Position
As part of Cal Poly's strategic Procure-to-Pay team, you will be responsible for sourcing strategy execution, influencing spend, managing RFP activities, contract negotiations, and vendor management. Opportunities span 18 million in sourcing for enterprise applications to leading negotiations for service consultants. Your work will play a key part in helping the University continue to deliver unforgettable educational experiences to our students. Success in this position requires high energy and strategy skills measured by cost savings targets, risk mitigation, and completion of strategic projects.

The Team
The Procure-to-Pay team is a diverse group of 15 self-motivated members who have fun in their work, celebrate success, and are dedicated to partnering to achieve client goals. As a member of this team you will be supported by both managers and staff who collaborate daily and encourage on-going professional development to enable job growth.

The Department
The Procure-to-Pay team is a key program within the Strategic Business Services department, which is dedicated to supporting the University goals in the areas of Risk Management, Real Estate, Policy Compliance, and Procure-to-Pay.

Minimum Qualifications (Staff Only):
Buyer II Classification:
Equivalent to a Bachelor's Degree in purchasing, marketing, accounting, business, or other appropriate field. (additional qualifying experience may be substituted for the required education on a year-for-year basis) AND equivalent to two years purchasing experience at a level equivalent to Buyer I with background in areas such as formal competitive bidding processes, development of contracts, service agreements, leases, or other written legal agreements.

Buyer III Classification:
Equivalent to a Bachelor's Degree in purchasing, marketing, accounting, business, or other appropriate field (additional qualifying experience may be substituted for the required education on a year-for-year basis); AND equivalent to three years purchasing experience at a level equivalent to mid-range or senior buyer with background in areas such as formal competitive bidding processes, development of contracts, service agreements, leases, or other written legal agreements.


Required Qualifications:
Buyer II Classification:
  • Thorough knowledge of principles of purchasing and procurement policies, methods and procedures, including the administration of formal competitive bid cycles according to the California State Statues and Codes.
  • General knowledge of contract development procedures and practices.
  • Ability to maintain currency regarding business trends and market changes.
  • Ability to learn and perform campus routine procurement and contracting processes; develop, interpret and apply accurate, multiple, and precise procurement specifications.
  • Demonstrated creativity in developing cost saving buying practices.
  • Must be able to learn applicable regulatory codes and follow processes (usually computer processes) for recording and documenting purchasing activities. Ability to independently gather and analyze data necessary for informed purchasing decisions, make comparisons of cost data, and make accurate arithmetic computations.
  • Ability to analyze competitive bids, conduct business transactions, and perform advanced research work by email and/or telephone.
  • Ability to keep financial records.

Buyer III Classification:
  • Thorough knowledge of the principles, practices, and procedures of purchasing, including administration of contracts and service agreements.
  • Comprehensive knowledge of formal competitive bid administration.
  • Demonstrated ability to coordinate and manage complex procurement contract development, negotiation and management.
  • Ability to work with a high degree of independence.
  • Ability to negotiate and manage major procurement requirements.
  • Demonstrated experience in negotiating with a proven track record of producing documented savings.

Both Buyer II and III Classifications:
  • Demonstrated client service experience requiring a very high level of diplomacy and professionalism.
  • Working knowledge of or ability to quickly learn University infrastructure, policies and procedures.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.
  • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Thorough knowledge of English grammar, spelling and punctuation.
  • Ability to interpret, communicate and apply policies and procedures.
  • Demonstrated ability to maintain a high degree of confidentiality.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.

Preferred Qualifications:
Buyer II Classification:
  • Procurement professional certification; CPPB or CPSM
  • Demonstrated skills in an environment utilizing a customer-oriented and service-centered attitude.

Buyer III Classification:
  • Procurement professional certification(s) such as CPSM, CPPB, and/or CPPO.
  • Demonstrated skills in an business environment utilizing a client-oriented and service-centered attitude.

Both Buyer II and III Classification:
  • Experience procuring commodities and services related to technology solutions.
  • Experience procuring commodities and services related to facility operations, maintenance and repair.

Special Conditions:

Must be willing to travel and attend training programs off-site for occasional professional development.

Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.
