Position Description:
**THIS POSITION IS OPEN UNTIL FILLED**

The Facilities Management and Development (FM&D) organization is a unit within the Administration and Finance division and is responsible for the management, operations, and development of facilities on the university campus.

The Space and Facilities Utilization Manager works within the Facilities Planning and Capital Projects (FPCP) department of FM&D, which provides project planning, architectural design/coordination, construction, project management services, and campus master planning and space management for Cal Poly.

Under general direction of the Director of Facilities Planning and Capital Projects, the Space and Facilities Utilization Manager is responsible for the management of a comprehensive program of collecting, maintaining and analyzing Cal Poly facility utilization information. The information is used for identifying, assigning and acquiring space for all academic and administrative units on campus, and for providing and supporting university planning and development strategic plans and CSU space and utilization reporting requirements. The position manages the professional and technical staff of the FPCP Space Management unit to meet institutional goals and strategic objectives. This position ensures coordination and collaboration between the FPCP Space Management unit and all other departments within FM&D and throughout the campus to effectively and efficiently allocate and secure the space resources required by university programs and activities. The position directs all projects and programs within the FPCP Space Management unit and allocates staff time and resources to meet university campus space management goals.


Minimum Qualifications (Staff Only):
EDUCATION AND EXPERIENCE: Bachelor's Degree in Business Administration or related field AND five (5) years of progressively responsible experience in professional facilities management, planning, administration, or management of large, complex-related business or organization.

LICENSES, CERTIFICATES, DEGREES, CREDENTIALS: Possession of (or ability to obtain by date of hire) a valid California Driver's License.


Required Qualifications:
  • Extensive and in-depth knowledge of and ability to apply expertise in facilities management practices and space management policies, standards and procedures of a large, complex-related business or organization, preferably in higher education, including applicable internal policies and procedures and pertinent laws and regulations.
  • Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization.
  • Ability to interpret and integrate complex data and information to formulate appropriate courses of action that would have broad and far reaching impact.
  • Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations.
  • Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects.
  • Excellent verbal and written communication skills and ability to effectively communicate and influence high-level and diverse contacts inside and outside of the CSU system.
  • Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.
  • Broad knowledge of supervisory/management theory and practice. Ability to coach, mentor and support staff. Ability to support and encourage diversity in the work environment.
  • Knowledge of or ability to quickly learn complex organizational and management structures and an ability to adapt to the dynamics of organizational, procedural, technological and policy change.
  • Ability to read and understand proposals, plans, blueprints, contracts, purchase orders, and specifications for all phases of capital projects.
  • Ability to interpret, communicate and apply policies and procedures.
  • Excellent organizational and time management skills with the ability to maintain a high degree of accuracy while setting own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Strong interpersonal skills and demonstrated ability to use tact, diplomacy and professionalism to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Excellent computer skills and a demonstrated ability to use a variety of computer applications including word-processing, spreadsheets, databases, online systems, and internet as well as online calendaring and email.
  • Demonstrated ability to maintain a high degree of confidentiality, including an ability to apply a high level of judgment and discretion on a consistent and continuing basis.
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
  • Working knowledge of or ability to quickly learn and apply University infrastructure, policies and procedures.
  • Thorough mastery of English grammar, spelling and punctuation with a demonstrated ability to proofread and edit.

Preferred Qualifications:

  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
  • Minimum prior work experience preferably in a higher education environment.
  • Experience with management, supervision, and development of professional staff.
  • Experience with managing processes and procedures.

Special Conditions:

Must be able to work additional hours, including weekends, evenings and occasional holidays, and adjust working hours to meet special projects.

Must be willing to travel and attend training programs off-site for occasional professional development.

The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Full-time MPP employees are required to disclose outside employment at time of hire or within 30 days of taking additional outside employment subsequent to time of hire.

This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).

Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.
