Job Summary:

There are four areas to which Police Captains may be assigned. There are an additional two Police Captain positions which function as Assistant Chiefs and are described in a separate position description. Individual assignments may require special training and experience. Police Captains must be capable of serving and supervising in any of designated units and areas of the Department through subordinate supervisors.

The primary responsibilities of the Police Captains are to plan, administer, and deliver law enforcement and security activities for the Department, University and the community. Major work areas for which these positions are responsible include police patrol, community policing, criminal investigations, crime prevention, training, security services, event management, personnel administration, policy development, program administration, emergency management and infrastructure security. Work is performed independently with general review of Chief of Police. In addition to planning and administering law enforcement security activities the Police Captains appointed as Assistant Chiefs are also responsible for guiding policy development and implementation across the institution. With the Chief of Police, the six Police Captains form the senior management of the 138 person University of Wisconsin-Madison Police Department.

Each Police Captain is responsible for major work areas within the Department and include directly supervising second line supervisors, supervisors, sworn, and/or professional staff. The Captains also conduct complaint and personnel investigations for issues that are very complex or involve Supervisors as assigned by the Chief or Assistant Chief. Routinely supervise police and serve as an emergency responder: While assigned as Manager on Call as well as backup Manager on call on a rotating basis; when assigned as Officer In Charge at Sporting and other Special Events; during University Response Plan Activations, including as Incident Commander, Emergency Operations Center Manager or Assistant Manager, EOC Group Leader for Operations, or as Police staff assigned to the Executive Group. Work is performed independently with general review of Chief of Police.

The Field Services Captain oversees police, security, dispatch and event management functions of the Department. The Support Services Captain oversees Personnel, Information Technology, Fleet and Quartermaster functions, Records, Clery and other Federal Compliance, Training, Professional Standards, Accreditation, Budget and Finance, Business Services, and major projects. The Planning and Development Captain is responsible for long and short term infrastructure security planning, access control, UW System COOP and all aspects of campus emergency management and oversees grants, serve as sole UWPD law enforcement member of judiciary or legislative committees; as co-chair of the Campus Health and Safety Committee; and as Department Representative on the Dane County Behavioral Health Delegation. The Investigative Captain is responsible for all Investigative Services, major investigation coordination, Property and Evidence, Court Services, Threat Assessment and Response, Select Agent Suitability Investigations, Crime Analysis and Statistics, and Crime Prevention. Serve as representative for the University Behavioral Intervention Team and on the Dane County Sexual Response Team.

Requirements:

Minimum Qualifications
Four (4) or more years of full-time experience as a supervisor or manager with at least one of those years as a full-time manager. Must have been full-time manager experience in a setting of 40 or more Full Time Equivalent (FTE) employees.

Must be a Wisconsin Certified Law Enforcement Officer OR eligible for immediate recertification as a law enforcement officer in Wisconsin.

Persons in this position must pass the initial application screening, all steps of the hiring process, an extensive background investigation (including past employment, reference checks, social media check (does not require you to disclose any passwords) and credit history) drug screen, physical and psychological examination prior to beginning employment. Persons in this position must obtain or possess a valid Wisconsin Driver's License. Persons in this position are expected to dress in duty uniform, appropriate business or business casual attire.

Discretion and Accountability
This position has delegated authority from the Chief of Police to exercise broad discretion in setting objectives and priorities for the Department. This position is accountable for being a business partner with leadership/management of the University to meet the mission of the Department and the University in a safe and effective manner. In the event of an emergency, this position will be called upon to be able to react quickly by evaluating the situation, the emergency plans, etc. in order to act on behalf of the Department to provide direction about what needs to be done, where people should go, etc. This position is responsible for resolving emergency situations as quickly and safely as possible while effectively dealing with issues that may arise during the emergency.

Physical Effort
Persons in this position need to maintain a level of physical ability to exert significant physical effort at any time. This may include the need to be able to lift or drag a person, run for short distances and overcome significant physical resistance from another person. Persons in the position must have good vision and hearing to carry out basic law enforcement duties. In times of Department need, including disasters, emergencies and events, persons in this position may be required to work long hours (12-24 or more hours at a stretch) under stressful conditions with a limited number of off-duty breaks of short durations.

Work Environment
Many times difficult decisions, impacting upon the possible loss of life, damage to property, labor relations or work stoppage issues, and tort and legal liability must be made. In those times, those work objectives must be completed with a minimum of delay, sometimes within very short time frames. This position could potentially work in very dangerous situations or buildings, inclement weather, potential chemical hazards, etc.

Schedule Comment:

This position is considered an essential position for the University Campus. The final schedule worked will be discussed and agreed upon with UWPD management. Most assigned areas have a Monday-Friday schedule during general business hours; however work hours will need to meet the needs of the UWPD. Routinely persons in this position will be required to work beyond or outside hours agreed upon may be required during emergencies, special events or as assigned. This position is also required to be on call eight to twelve weeks per year, generally one week at a time.
