Hourly Rate or Monthly Salary: Starting $5,821.25 per month

Working Hours: One regular, overtime exempt, full-time position, 40 hours per week, 12 months per year on the Oceanside Campus. The work schedule will be Monday through Friday, 8:00 AM - 5:00 PM. The person selected for this position will be subject to assignment to any district facility during any hours of operation.

Basic Function and Other Details:
BASIC FUNCTION: Under the direction of the Director of Fiscal Services, perform budgeting, financial analysis and planning, and auditing functions and assist with oversight of financial and forecasting analysis. Maintain financial functional system requirements and maintain/develop queries, reports, and dashboards metrics. Perform business and systems analysis of processes and work flows and recommend modifications; facilitate and collaborate with programmers, staff, and third-party vendors on system changes.

Representative Duties:
(E = essential job function)

1. Develop budgets and prepare forecasts of revenues and expenditures and explain variances from adopted budgets; research a wide range of financial and organizational issues; conduct cost-benefit analysis; explore alternatives/feasibility and funding methods; develop recommendations and prepare written analysis and proposals. (E)

2. Coordinate and assist budget managers in the development of their department budgets and maintain changes, as necessary. (E)

3. Prepare state financial reports and other quarterly and annual financial statements and reports for submittal to federal, state, and local agencies. (E)

4. Support the internal controls and audit functions, as necessary. Develop/maintain audit checklist and coordinate with other departments on their audit requirements.

5. Provide lead work direction and guidance to other fiscal or district staff on a variety of projects, as assigned; organize, summarize and present information on development/status and implementation of the project.

6. Analyze business process requirements and recommend solutions. Coordinate with other Systems and Procedure Analysts and management team members to ensure system integrity and efficient and effective systems operations. Act as liaison between users and technical staff in the development, implementation and enhancement of designated enterprise system modules. Evaluate software enhancements. (E)

7. Provide training to end users on the use of applications; design and develop training materials; conduct or coordinate training sessions. (E)

8. Design and write specialized queries and custom reports on a periodic or ad hoc basis. Develop standardize reports for on-going departmental and District needs. (E)

9. Assist in interpreting state laws that impact current policies and procedures.

10. Perform related duties as assigned.

Type of Benefits:

Minimum Qualifications:
To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

1. A bachelor's degree or the equivalent in public or business administration, finance, economics or a related field. 2. Three years of related experience involving budget, financial analysis, and/or Enterprise Resource Planning (ERP) system with emphasis on database management and analysis and systems user support. (IMPORTANT: For work experience, one "year" is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours.)

Desirable Qualifications:
1. Experience working in a fiscal services operation at a California community college. 2. Demonstrated experience in PeopleSoft Financials or other Enterprise Resource Planning (ERP) system. 3. Demonstrated experience in leading projects. 4. Demonstrated experience in system support analysis and liaison between users and technical Information Technology (IT) staff. 5. Advance Excel modeling skills, including VLOOKUPs, pivot functions, charting, etc. 6. Excellent analytical skills.

Licenses and Other Requirements:A valid California driver license and the ability to maintain insurability under the district's vehicle insurance program.
